A quantidade assustadora de burnouts e depressões leves a que assistimos ou da qual até nós mesmos já fomos vítimas, faz-nos pensar no que possa ser a causa destes fenómenos. O trabalho parece ser sempre mais exigente do ponto de vista físico, intelectual e psíquico e muitas pessoas saudáveis acabam por se ver afetadas por episódios depressivos.
É comum pensar que são os empregadores e as lideranças que exigem que as pessoas trabalhem acima de níveis considerados razoáveis. Embora possa ser verdade que um ou outro gestor exige demasiado dos seus trabalhadores, corresponde muito mais à minha experiência o facto de os líderes estarem preocupados com estes fenómenos, mas não conseguirem mudar os seus comportamentos e os das equipas que coordenam. E qual seria a causa? A interpretação de Byung-Chul Han é que estamos num momento em que os próprios indivíduos se constituíram em exploradores de si próprios: “se posso mais, devo mais!” As motivações podem ser muitas: a incerteza de um mundo em constante mudança, o contacto permanente com todos os países que nos faz querer pertencer ao grupo dos melhores ou que nos faz sentir responsáveis por todos os desastres do planeta, o prazer de nos sentirmos reconhecidos…  É difícil encontrar uma só motivação, são muitas e subtis, de tal modo que o indivíduo continua a explorar-se e a sentir-se livre. Explica Byung-Chul Han “o excesso de trabalho e de produção conduz, a um nível mais elevado, à autoexploração. Esta é mais eficaz do que a exploração por terceiros, uma vez que vem associada a um sentimento de liberdade. O ser explorado é simultaneamente o que explora – agente e vítima já não se distinguem entre si. Esta autorreferencialidade gera uma liberdade paradoxal que, em virtude das estruturas coercivas que lhe são intrínsecas, se converte em violência. As doenças psíquicas da sociedade da produção nada mais são do que manifestações patológicas desta liberdade paradoxal.”[1]
Se a hipótese de Byung-Chul Han é verdadeira, só será possível devolver à sociedade e a cada indivíduo um estilo de vida que promova uma liberdade autêntica, através de um esforço concertado por mudar hábitos, formas específicas de educação e características culturais. As organizações poderão e deverão alertar para este facto, aumentando o nível de awareness, e criando políticas promotoras do equilíbrio dos indivíduos e da sua saúde mental, mas apenas isto não será suficiente.
É desconcertante e paradoxal que vivendo num mundo com muito mais possibilidades do que as gerações e sociedades anteriores, vivamos mais infelizes e mais débeis. Convido a todos a tomar uma atitude resoluta e audaz: não podemos dar-nos ao luxo de assumir que as pessoas são mais fracas do que noutras épocas. Parece-me importante iniciar uma plataforma de reflexão e debate que seja capaz de chegar a perceber o modo mais humano e equilibrado de gerir a informação e as possibilidades a que temos acesso.
Byung- Chul Han diz que a nossa sociedade tem “excesso de positividade” – que pode ser excesso de possibilidades, excesso de estímulos, excesso de responsabilidade – e que o perigo do excesso de positividade em relação ao excesso de negatividade é não termos anticorpos ou mecanismos de defesa que reajam a um elemento agressor. É mais difícil combater um inimigo sem rosto, mas eu diria que é urgente, sob pena de perecermos no âmbito de tanta positividade.

Rápidamente, todos nos hemos dado cuenta de que se trata de un gran cambio, probablemente, al mismo nivel de lo que supuso la Revolución Industrial en el siglo XIX, modificando los hábitos de las personas, la sociedad y los negocios. Este profundo cambio se ha visto súbitamente acelera- do por los efectos de la pandemia de COVID-19.
Las tecnologías digitales y las innovaciones que acarrean en los negocios lo están impregnando todo a nuestro alrededor, cambiando la forma de comunicarnos y el escenario competitivo, elevando las expectativas de los consumidores, eliminado las fronteras entre sectores, etc., dando lugar a grandes desafíos y oportunidades para las empresas en todo el mundo. A consecuencia de esto, la transformación digital, entendida como la forma en que una compañía puede competir mejor utilizando tecnologías de la información (a partir de este momento nos referiremos a ellas como tecnologías digitales o sim- plemente como tecnologías), es uno de los temas más importantes dentro de la estrategia de las empresas.
Una de las principales funciones de los consejeros es ayudar a que la compañía pueda competir de forma sostenible en el tiempo. Por ello, aquí plantearemos una serie de cuestiones con el fin de determinar cuál debería ser el papel del consejo en la transformación digital de la empresa y tratar de diseñar una posible hoja de ruta para los consejos.
¿Se debe de involucrar el consejo en la transformación digital de la organización?
Los consejos no permanecen ajenos a una revolución que transforma desde el modelo de negocio a los ries- gos a los que se enfrentan las compañías, pasando por los procesos operativos, los perfiles de los profe- sionales o las reglas del juego en el sector. Ante estos enormes desafíos, los consejeros están tomando con- ciencia de la necesidad de entender la nueva revolu- ción tecnológica para involucrarse y tomar decisiones acertadas.
La transformación digital no consiste exclusivamente en tecnología, que es un facilitador. La verdadera forta- leza de las tecnologías digitales no radica en las propias tecnologías tomadas individualmente, sino en cómo las compañías las integran para transformar sus nego- cios y su forma de operar. Lo que diferencia a las orga- nizaciones líderes en digitalización del resto es contar con una clara estrategia de negocio en un mundo que es simultáneamente analógico y digital, una estrategia que, acompañada de una cultura y un liderazgo ade- cuados, conduzca a la transformación deseada. En definitiva, es la estrategia, y no la tecnología, la que lleva a la transformación digital (G.C. Kane, 2015). Este imperativo se ha hecho evidente y urgente con la crisis de la COVID-19.

É também necessário criar um plano de ação que consubstancie essa estratégia, incluindo um modelo de governação da respetiva execução, de modo a adequar dinamicamente as linhas de ação e os recursos disponíveis para atingir os objetivos que foram estabelecidos.
Todavia, muitas vezes os efeitos da consecução das iniciativas que corporizam essa estratégia não são os inicialmente esperados, o que leva a que se deva adequar com rapidez o plano de ação inicialmente gizado.
Esta foi uma das motivações que levou a que, há cerca de quatro anos, o Observatório de Cibersegurança[1]fosse criado, através do qual se procura observar o fenómeno da cibersegurança em Portugal nas suas mais variadas componentes, de modo a informar as partes interessadas e a suportar a definição de políticas públicas de forma cíclica, aplicando-se desta forma o ciclo PDCA ao processo. Com uma visão multidisciplinar da sociedade no âmbito do tema da Cibersegurança, o Observatório sistematiza e promove a recolha de informação disponível nos domínios da Sociedade, Economia, Políticas Públicas, Ética e Direito, Riscos e Conflitos, bem como Inovação e Tecnologias Futuras.
Na linha de observação “Sociedade” pretende-se avaliar as atitudes e os comportamentos dos seres humanos na sua relação com a tecnologia e com a segurança inerente. Compreende os valores, as perceções e as ações de utilizadores, técnicos e decisores neste domínio, no que se incluem também a capacitação da sociedade, nas componentes educação e sensibilização. Já existem 3 edições deste relatório (2019, 2022 e 2021), sendo já possível percecionar a evolução da nossa sociedade a este respeito.
A linha de observação “Economia” visa aferir os custos, os investimentos e o mercado existente na sociedade no que diz respeito à prevenção das ciberameaças ou a reação a ciberataques. Está em curso a produção do primeiro relatório relativo a esta linha de observação.
Um dos objetivos do Observatório é dotar os decisores públicos com a informação pertinente para a criação de políticas públicas informadas e pertinentes em face da situação do País nesta matéria, efetuando simultaneamente um mapeamento das políticas que são desenvolvidas de modo a viabilizar a compreensão da posição relativa de Portugal com outros países neste domínio. A linha de observação “Políticas Públicas” pretende responder a este requisito. Neste sentido, foi recentemente publicado o 1º relatório subordinado a este tema, no qual se efetua um levantamento e sistematização tão exaustivo quanto possível, das estratégias e programas públicos relacionados com a cibersegurança, incluindo a identificação e análise de indicadores disponíveis sobre as perceções dos cidadãos quanto aos efeitos decorrentes da implementação dessas mesmas políticas públicas. O documento permite, ainda, conhecer o posicionamento de Portugal no contexto da União Europeia no âmbito deste tema.
De entre os mais diversos desafios, a cibersegurança coloca-nos problemas de natureza legal, fruto da imparável digitalização de muitos processos existentes na nossa sociedade. Paralelamente, surge a ética, enquanto dimensão que reflete sobre o comportamento justo ou correto. A linha de observação “Ética e Direito” recai precisamente sobre os desafios que a segurança do ciberespaço coloca nestes dois domínios, levando em linha de conta a construção de quadros legais e de valores. O primeiro relatório desta linha de observação foi publicado em 2020.
A atualidade tem demonstrado que o ciberespaço é um domínio de eventual confronto entre atores estatais e não estatais, de onde decorrem riscos devido a potenciais conflitos, maioritariamente de natureza híbrida. Neste contexto, a linha de observação “Riscos e Conflitos” identifica os vários tipos de ameaças e de agentes, de organizações-alvo incluindo os diversos tipos de ataque, procurando caracterizar o modo de relacionamento desta variáveis e os respetivos comportamentos ao longo do tempo. Esta linha de observação é essencial para o desenvolvimento e ajuste de medidas de proteção no ciberespaço. Até à data, foram produzidos dois relatórios subordinados a esta linha de observação, um relativo a 2020 e um segundo respeitante a 2021.
A cibersegurança está intrinsecamente ligada ao digital, que é, na atualidade, uma das expressões mais significativas do engenho do ser humano. Importa, por isso, medir como é que a emergência de novas tecnologias impacta a segurança do ciberespaço. A linha de observação “Inovação e Tecnologias Futuras” procura fazer quer o levantamento quer o acompanhamento das práticas científicas em Portugal neste domínio, além de identificar novos desafios à cibersegurança que as aplicações tecnológicas emergentes podem colocar à sociedade no futuro. Está em curso a produção do primeiro relatório sobre esta linha de observação.
Para além do que acima foi escrito, o Observatório de Cibersegurança pretende ser uma plataforma de análise e sistematização de conhecimento, com informação disponível a toda a sociedade, que suscite o debate informado em torno de temas multidisciplinares da cibersegurança, identificando tendências indexadas a referências temporais e articulando as várias partes interessadas na recolha de informação. Este é um contributo do Centro Nacional de Cibersegurança para a criação de conhecimento sustentado em torno do tema, esperando-se que, paralelamente, proporcione um incremento da maturidade da sociedade no domínio da cibersegurança e assim decisões mais fundamentadas aos mais diversos níveis.

Tanto o setor primário como a indústria e a distribuição estiveram à altura do desafio em países caraterizados por uma significativa produção e presença no mercado internacional como Portugal e Espanha. Por outro lado, a pandemia afetou imenso a procura do canal hoteleiro, o qual foi atingido fortemente pelas empresas industriais do setor cujas vendas eram muito direcionadas para esse canal, nomeadamente, os produtores de bebidas, café e snacks.
Perspetivas para 2022
O setor alimentar europeu entra em 2022 cheio ainda de interrogações face à evolução que possa haver de alguns fatores macro que o afetam de modo muito significativo. Destacamos entre esses os dois seguintes:
A evolução futura da pandemia. A variante Ómicron é, por um lado, preocupante pelo receio despertado pelos números de contágio que levaram países como Portugal, Áustria e Holanda a reestabelecerem fortes restrições à mobilidade e a maioria dos restantes países europeus a voltarem a endurecer os seus controlos. No entanto, numa nota positiva e de esperança, crescem as vozes dos especialistas internacionais que nos anunciam a chegada próxima do ansiado cenário de “imunidade de grupo” e de “gripalização” do vírus, que poderia conduzir a uma melhoria substancial (e definitiva?) na situação de saúde na Europa num prazo de dois ou três meses, desde que outras variantes da COVID-19 não introduzam novas dificuldades.
O regresso da inflação. Há uma preocupação crescente com o impacto do aumento generalizado do nível de preços verificado em todos os países europeus, Estados Unidos, China e Japão. Este fator é potenciado pelas renovadas tensões nas cadeias de abastecimento durante os primeiros dias de janeiro, que ameaçam constituir um problema durante grande parte do ano de 2022, devido às persistentes tensões de preços nos mercados do gás e da eletricidade, às emergentes tensões salariais e ao renascido debate a respeito do nível das taxas de juro. Todos estes fatores ameaçam fazer subir em espiral a inflação e convertê-la num fator estrutural que mudará o cenário económico mundial dado por adquirido durante mais de duas décadas.
Centrando-nos mais nos fatores especificamente ligados ao setor, identificamos as seguintes tendências como algumas que serão muito relevantes durante o ano de 2022:
Comportamento do consumidor. A responsabilidade ambiental ressentiu-se um pouco durante a pandemia, mas os consumidores estão conscientes da necessidade de fazer mais sobre isso. Igualmente, as preferências em termos de saúde, qualidade e valores que se revelavam com força crescente antes da pandemia, persistem vigorosas hoje, nomeadamente entre as gerações mais jovens. Entre estes temas, reforçam-se as apostas referentes a:

1. A exigência de um embalamento sustentável e a rejeição das embalagens de plástico, especialmente as de uma única utilização, com o impacto consequente no custo do produto, cuja transferência para o preço final poderia não ser validada pelo consumidor.
2. A redução do consumo de proteína animal e substituição por proteínas de origem vegetal, por serem consideradas mais sustentáveis. As aquisições das empresas europeias com foco em proteína animal, Vivera e BioTech foods, por parte da JBS. S.A., o maior produtor de carne do mundo, revelam que os grandes players do mercado consideram que esta tendência veio para ficar.
3. A busca de mais e de melhor informação sobre as caraterísticas nutricionais dos produtos e o rastreio dos seus ingredientes, procurando alternativas mais saudáveis. Consequentemente, os alimentos e bebidas funcionais que reforcem o sistema imunológico, reduzam o stress e/ou melhorem a qualidade do sono continuarão a ganhar atratividade.
4. O maior apreço por produtos provenientes de cadeias de valor mais localizadas e, por isso, menos poluentes.
5. O crescente reconhecimento do produto local, embora ainda predomine a preferência pelos produtos das empresas das grandes marcas internacionais em muitas categorias.
6. A maior valorização dos produtos considerados como “amigos” do meio ambiente e produzidos por empresas socialmente responsáveis.

Cadeia de abastecimento.A preocupação com a segurança alimentar aumentou nos últimos anos como resultado das tensões existentes nas relações comerciais internacionais, das epidemias virais que afetaram animais destinados ao consumo e da obsolescência dos métodos de produção agrícola nalguns países. Estas tensões foram agravadas seriamente pela COVID-19, por causa da escassez de oferta de trabalhadores, das disrupções na cadeia de valor resultantes das restrições relacionadas com a pandemia e da forte procura de produtos agrícolas por parte da China (com um crescimento de 6,1 % em 2020). Isto levou a um aumento interanual nos preços alimentares de 31,1 % em outubro de 2021, segundo dados da FAO. Em 2022, espera-se que se manifestem as seguintes tendências:

1. Os produtores tenderão a acelerar a automatização do setor primário através da digitalização e da adoção de práticas da indústria 4.0, como modo de responder à falta de mão-de-obra no setor. Este fator manifestou-se já de modo significativo no Reino Unido, país além do mais prejudicado no seu comércio internacional e no acesso à mão-de-obra, devido às dificuldades suscitadas pela sua decisão de deixar de ser membro da UE.
2. A OCDE estima que os preços dos alimentos nos países do G20 continuarão a subir acima do ritmo pré-pandemia neste ano de 2022. Isto permite prever que as tensões na cadeia de valor continuarão durante este ano, prejudicando imenso os elos intermédios da mesma.
