The Regional Secretary for Health and Civil Protection of the Autonomous Region of Madeira is an AESE Alumnus, for having attended the PADIS – Senior Management Program for Health Institutions, training that he recognizes has impacted the way he started to exercise leadership, in situations where the user’s life is at stake. It has actively participated in the fight against Covid-19 since 2020 and remains convinced that the success of its control depends on everyone’s behavior.

What are the main milestones in your professional career, which contributed to reaching the position of Regional Secretary for Health of the Health Secretariat of the Autonomous Region of Madeira?
Hello to all AESE ALUMNI.

It is with pleasure that I participate in this challenge that you propose to me to contribute to a history of which I am part and which has had a great influence on my life. At the time in 2013, the opportunity I had to carry out PADIS had an influence on my professional activity, as I was Director of the Emergency Service of the Dr. Nelio Mendonça Hospital. This training contributed assertively to the leadership that is required in a service where the patient’s life may depend on the final response. It was easier to plan, organize the response to acute and chronic situations and care in the EDs of the Autonomous Region of Madeira, involving primary health care and hospital care.

I want to highlight as the main milestones of my professional activity, motivation, entrepreneurship, humanization, team spirit, respect for leadership, dedication, delivery and the ambition to always do better, for the benefit of our population.

Naturally, all these values to which we add the desire for training and differentiation, education and training as a health professional, and then as a trainer, led to the establishment within our institution of a special relationship with all the professionals of our institution.

And so it was possible at the regional level to have positions of responsibility:

Director of the Emergency Service, Clinical Director, Director of the Clinical Simulation Centre of Madeira, Instructor of various trauma, emergency and catastrophe trainings, Director of the MIDTC-Madeira International Disaster Training Centre, Member of several Commissions-Quality, Blood, Oncology, Member of SEMER-Prehospital Emergency Service of the Autonomous Region of Madeira, Member of the Breast Pathology Unit, Guest Assistant at the University of Madeira-MIM; also at national level, Coordinator of the Trauma chapter of the Portuguese Society of Surgery. And at the international level: Vice Chair of the chapter of the Disaster and Military Surgery sector of ESTES.

I think that all this dedication in my professional activity may have been relevant in the choice to be part of the Government of Madeira, since 2016, with the Health and Civil Protection portfolio.

What were your main achievements?
Training, differentiation, education and training, which brought more competence, knowledge and knowledge, to the exercise of my profession. And also the friendship of the people, the institutional relationship that I have always established on a daily basis, as well as the humanization of the services that I keep with nostalgia and that has always inspired and guided me in the treatment of patients. The respect of the elders, their teachings and teamwork, where I always felt involved, contributed to the formation of a personality that I made available to everyone.

What are the main lessons that make you the leader you are today?
Humility, tolerance, ethics, resilience, not turning away from the fight, not giving up on the causes and always defending the sick.

What values do you govern yourself by and that you transmit to your teams?
Ethics, Humanization, Competence, Decision Skills, Leadership, Team Spirit, Conflict Resolution Skills, Empowerment, Coaching and Mentoring and Ability to Measure Results.

If you could go back in time, what would you do differently?
I would do the same again, but with the experience acquired, more and better, and I would like the Public Procurement Code to be different, that the speed in public procurement was at the level of the needs of users in the NHS and SRS.

Professionally, how do you see yourself in 5 years?
Personally, I would like to see myself healthy and with more competent professionals in the SRS of the Autonomous Region of Madeira, a sign that the quality of our provision maintains the principles of excellence, safety and quality and that my team has been able to transmit important values and principles that are reflected in the outcome of our patients.

About Covid-19…
Given the possibility that we could add a theme to this challenge, I would like to talk about COVID-19 and its regional approach for which we are responsible. This pandemic in Madeira had its response prepared in advance, as early as January 27 with the creation of the emergency line and, later, on February 3 with the presentation of the Response Plan in the Autonomous Region of Madeira, within the scope of Civil Protection.

Then the early isolation of the island with control at the level of ports, marinas and airports and also with the protection of health professionals and vulnerable populations.

Of note is the use of MNF measures, which have been recommended since April 2020 in the Autonomous Region of Madeira, accompanied by quarantines in hotel units, screening centers on arrival and also testing and double testing strategies in at-risk populations, as well as the reorganization of the SRS, at the level of primary health care and hospitals.

On the other hand, massive testing of the entire population and rapid vaccination in 2021 are two weapons available to our community free of charge, which have contributed to better control of the evolution of the pandemic.

The pandemic is not over yet and the success of its control depends on people’s behavior.

Bringing the entrepreneurial, humanistic spirit, respect and dedication to the patient is a mission that Pedro Ramos has called to himself.
