Neste aspeto, a Europa vai no sentido certo. Mas mais relevante é a vontade dos conselhos de administração das organizações. As promessas de descarbonização ficam bem nas conferências de imprensa e nos relatórios de sustentabilidade. Porém, valem de pouco se as organizações não passarem à ação.
Pascual Berrone, professor do IESE Business School da Universidade de Navarra, levantou uma questão que é difícil de responder (cabalmente): tendo em consideração todas as promessas e compromissos de empresas e países relativamente à redução das emissões de gases com efeitos de estufa, como é que ainda não conseguimos resolver o problema do aquecimento global? A realidade mostra uma evolução em sentido negativo. Os últimos números da Agência Internacional de Energia revelam que, em 2023, atingiu-se novo recorde nas emissões de CO2 resultantes da produção de energia. O novo valor máximo fixou-se em 37,4 mil milhões de toneladas de carbono, mais 1,1% (ou 410 milhões de toneladas) do que em 2022.
O professor do IESE Business School coloca a questão no seu livro "Green Lies: How Greenwashing can destroy a company (and how to go green without the wash)". Para Pascual Berrone, há um enorme abismo entre o que os países e organizações dizem e o que fazem na prática. Nem tudo será "greenwashing" deliberado e doloso, em muitos casos será somente incapacidade ou falta de determinação para cumprir as promessas assumidas junto dos "stakeholders".
As informações mais recentes da Science Based Targets initiative (SBTi), uma organização apoiada por várias entidades não lucrativas que verifica os planos de descarbonização das empresas, comprovam isso mesmo. No âmbito da COP26, em 2021 em Glasgow, mais de 1.000 empresas, que representavam uma capitalização bolsista de 23 biliões de dólares, comprometeram-se com a meta do "net zero" em termos de emissões de gases com efeitos de estufa. Passados quase três anos, centenas ficaram pelo caminho por terem falhado a apresentação de planos para atingirem o "net zero" ou por terem avançado com medidas insuficientes. Na lista dos falhanços estão gigantes como a Microsoft ou a Unilever.
Em resumo, das 1.045 empresas que se juntaram, entre 2019 e 2021, à campanha para se fixar o aquecimento global em 1,5 ºC, mais de 230 não submeteram os devidos planos, pelo que foram retiradas da iniciativa pela SBTi.
Um estudo feito por investigadores do MIT, a partir de dados relativos a empresas enquadradas na iniciativa da SBTi, chega também a uma conclusão interessante. Apesar de todas as empresas se comprometerem com a redução das emissões de gases com efeitos de estufa, na verdade somente as que estão sujeitas a uma auditoria do seu processo de descarbonização é que apresentam resultados positivos. Estas empresas reduziram a sua intensidade carbónica em 3,3% por ano, em média.
Por outro lado, as organizações que se sujeitam a auditorias registam uma intensidade carbónica 9,5% superior às empresas que não são auditadas. Para os investigadores, isto significa que as organizações auditadas têm um reporte mais verdadeiro do que as outras. Por outras palavras, seguem menos práticas de "greenwashing".
Perante estes estudos e dados, que políticas devem ser seguidas? Parece óbvio que as autoridades não devem apenas exigir mais reporte de informação não financeira, mas sim que os dados relativos aos três pilares ESG sejam devidamente auditados. A última diretiva da União Europeia sobre as obrigações de reporte de informação não financeira exige precisamente que as informações das empresas sejam auditadas. Neste aspeto, a Europa vai no sentido certo.
Porém, talvez mais relevante seja a vontade dos conselhos de administração das organizações. As promessas e compromissos de descarbonização são importantes e ficam bem nas conferências de imprensa e nos relatórios de sustentabilidade. Mas valem de pouco se as organizações não passarem à ação. E isso depende dos CEO e colegas do "board".

União EuropeiaNa passada sexta-feira, o Conselho Europeu aprovou duas diretivas importantes na área ambiental: a diretiva da diligência em sustentabilidade corporativa e a diretiva que coloca restrições às importações de plástico reciclado. Ainda assim, os textos finais mostram um recuo relativamente às exigências iniciais da Comissão Europeia.

Costumo dizer que todos queremos ser seres humanos cheios de humanidade e que transbordam humanidade à sua volta, nesse sentido, a ética é a ciência da excelência humana. A Inteligência Artificial uma tecnologia de uso geral, criada por seres humanos e que tem múltiplos usos na vida humana. A reflexão ética faz-se, como no caso de qualquer tecnologia, avaliando riscos e oportunidades dos seus diferentes usos para o desenvolvimento humano. Há, no entanto, algo de muito peculiar relativamente a esta tecnologia. A Inteligência Artificial não é só mais uma tecnologia. O que a torna única é o facto de reproduzir e ultrapassar funções que antes eram realizadas por humanos e que implicavam o uso da inteligência natural. Esta tecnologia parece desafiar o nosso lugar no mundo, o que faz com que a reflexão ética acerca da mesma se torne muito mais interessante.
Quais são os principais desafios éticos associados ao desenvolvimento e uso da inteligência artificial? Gosto de agrupá-los em três grandes grupos: desafios micro, desafios macro e desafios meta. a) Os desafios micro têm que ver com as alterações de padrões de comportamento dos seres humanos que podem não ser benéficas para o seu desenvolvimento: aqui incluem-se as adições à tecnologia, o atrofiamento das atividades cognitivas por deixarmos de desenvolver funções como a memória e o raciocínio e a perda de habilidades relacionais. b) Os desafios macro têm sobretudo que ver com a reconfiguração da sociedade e da economia, e as consequências humanas que daí podem resultar. Neste grupo coloca-se também a possibilidades de os robots chegarem s substituir, manipular e dominar os seres humanos, como alguns especialistas têm afirmado temer. c) Finalmente, os desafios-meta têm que ver com a essência do que significa ser humano: será possível replicar funções como a consciência moral ou o livre arbítrio? A mente humana identifica-se com o cérebro?
Quais são os benefícios económicos de adotar uma abordagem ética para o uso da inteligência artificial numa organização? A ética não pode estar subordinada aos benefícios económicos porque a ética não é uma técnica instrumental para alcançar outros fins. Se a ética é a ciência da excelência humana, todos os outros objetivos que tenhamos devem ser orientados e integrados na abordagem ética. Não obstante o que se disse no parágrafo anterior, até economicamente se tem verificado que uma gestão ética dos recursos acaba por ser benéfica: porque constrói relações sustentáveis de confiança com os vários stakeholders da empresa. E como ninguém faz negócios sozinho, não há negócios sem boas relações humanas.
De que forma as empresas podem colaborar com outras partes interessadas, como Governos e organizações da sociedade civil, para abordar questões éticas relacionadas com a inteligência artificial? De momento, ainda há muita incerteza no ar e os riscos éticos reais aparecem lado a lado com distopias que nos assustam. Diria que o mais importante, por agora, é identificar os desafios micro – comportamentais – e macro – sobretudo, a reorganização da força de trabalho que implicará realocação de pessoas e desemprego. Em segundo lugar, parece-me importante que as empresas comuns comecem a lidar com ferramentas de Inteligência Artificial, porque se a AI é uma conquista humana para melhorar a vida de milhões de pessoas e o desempenho de milhões de organizações: poder ter acesso a esta tecnologia e não lhe aceder, seria também uma falta de vontade de melhorar as condições de vida de muitas pessoas. Finalmente, por agora, a maior parte da responsabilidade está nas empresas de tecnologia que estão na linha da frente do desenvolvimento da Inteligência Artificial: à semelhança do que aconteceu no passado com a bomba atómica, o poder de influenciar o futuro de muitos está nas mãos de uns poucos e não é fácil que outros, académicos e entidades públicas, cheguem sequer a compreender o que se está a passar nos laboratórios.
Estão os líderes preparados e consciencializados para esta revolução da inteligência artificial? Penso que ninguém está preparado, porque não sabemos como será o futuro. Neste caso, estar preparado é ter a humildade de reconhecer que ninguém está preparado para isto. Vejo que os líderes e a sociedade em geral estão, sobretudo, apreensivos e algo paralisados. Repito, parece-me importante arregaçar as mangas e começar a responder aos desafios comportamentais do uso da tecnologia, que começa a ter impacto negativo na vida sobretudo dos jovens, e a preparar programas de skill-up e safety nets para as pessoas que serão substituídas por AI nos seus empregos.
Como é que a educação pode desempenhar um papel na promoção da ética entre os profissionais de inteligência artificial e aqueles que interagem com essas tecnologias? A literacia no campo das humanidades pode ser fundamental para ajudar estes profissionais a manterem os pés na terra e a desenvolverem o seu trabalho com sabedoria, no entanto, as pessoas têm de estar cativadas para se deixarem educar neste âmbito. Vejo que a excessiva especialização da formação na nossa sociedade faz com que sejamos muito competentes numa área concreta e, ao mesmo tempo, completamente ignorantes noutras áreas. Não vejo que a maioria dos estudantes das áreas da tecnologia tenha maturidade humana para perceber a riqueza do mundo orgânico e do mundo humano. A tecnologia seduz-nos com a sua rapidez e a sua precisão. Tenho esperança de que o poder que lhes é dado produza nas pessoas uma vertigem que as faça questionarem-se acerca do sentido da vida e da essência do que significa ser humano e que, nesse momento, descubram a necessidade de se aprofundar em humanidade. Desta forma, facilita-se grandemente a obtenção de fundos para a realização das ideias de valor, algumas no seu lançamento, e mais facilmente as ideias que já foram postas em prática, com resultados, muitos ou poucos, bem visíveis. Aos autores da iniciativa social caberá dar conhecimento junto de cada empresa, da zona onde se localiza ou de empresas cujos dirigentes se tenham mostrado sensíveis aos problemas que tal iniciativa procura obviar ou minorar.
Naturalmente, os 2% dos lucros poderiam induzir a algum erro, fazendo pensar que “vale tudo”, qualquer tipo de actuação menos conveniente, pois que depois se limparia a mancha negativa com os 2% dos lucros dedicados a esse conceito de Corporate Social Responsibility (CSR).
De facto a Responsabilidade Social é muito ampla e abrange variadas facetas como a seguir refiro.
O que a empresa produz, serviço ou artefactos, devem responder às necessidades reais da população. Há empresas com a tentação de atingir elevados lucros com a exploração de vícios ou vendendo algo para ostentação, só para estratos ricos da sociedade. Se a lei o permite, estão no seu direito; mas terão a sua consciência pesada de estar a vender ilusões e mesmo de contribuir para o desmoronamento de pessoas e famílias, que enveredaram por tais adições, como é o caso dos jogos de azar ou venda sem restrições de bebidas alcoólicas, de produtos de luxo de custo exorbitante, etc.
Importa como é que produz. Isso abrange dois aspectos importantes:

Como se relaciona com o ambiente envolvente, na sua função de produzir? a) Tem ideia e valores objectivos da poluição que provoca e usa os meios necessários para evitar prejudicar o ambiente, e a saúde dos cidadãos? Há empresas que pelo facto de terem pago a sua licença de funcionamento já não cuidam do tratamento dos efluentes, nem dos gases emitidos para a atmosfera. Tratá-los é a única solução, antes de os libertar, de contrário, são um perigo para o ambiente e, cada vez mais, com a acumulação de produtos tóxicos. b) As matérias-primas e os princípios ativos usados no produtoa atividade final são obtidos de fontes seguras? Submete-se a análises na recepção, para se saber da qualidade, do grau de impurezas e de produtos tóxicos que deverão estar abaixo do mínimo obrigatório?
Como se relaciona com todos os trabalhadores e dirigentes? São alvo da atenção no plano físico do ambiente de trabalho, com condições aceitáveis de temperatura, de humidade, de ventilação, etc.? Alem disso, dá-se formação aos trabalhadores para poderem realizar bem a função que deles depende, para produzir um bom produto ou serviço final, a preços acessíveis? Essa A sua acção é importante para tornar eficiente a empresa.?
Toda a logística de entrada e de saída de matérias-primas e produtos finais merecem a necessária atenção para reduzir a poluição relacionada com os motores de tração, procurando o mais possível converter as energias fósseis em energias renováveis, especialmente a energia solar ou eólica?
Os trabalhadores que necessitam de manusear produtos mais delicados de toxicidade, recebem as instruções e material de protecção, sobretudo para a respiração, a fim de defender a sua saúde? E os outros trabalhadores em operações sujeitos a quedas, são treinados a utilizar os sistemas adequados de protecção e segurança contra acidentes em altura?

- Responsabilidade da empresa é também o manuseio de produtos residuais e o seu tratamento antes de os libertar para os normais sistemas de saneamento. O uso de variado material como as pilhas e peças de computadores e de material eléctrico fora de servicouso, merecem a atenção necessária para não amomntoare lixo e serem alvo de necessário tratamento ou reciclagem?
  Habitualmente as empresas que procuram trabalhar muito bem, correspondendo a todos os aspectos que antes se enunciaram, são sempre um bom exemplo de imitação para os outros que iniciam uma actividade ou ainda outros, que por baixa produtividade simplificam ou encurtam os tratamentos, não fazendo o que é correcto.

Responsabilidade de cumprir os contratos com os fornecedores, pagando-lhes no momento combinado, as quantias em causa. E com os fornecedores de tecnologia e de patentes, nas condições acordadas.

Um exemplo, Jamshedpur Tata Steel (1) :

Não é surpresa para ninguém que Portugal atravessa uma crise de habitação. Como acontece noutros casos, é relativamente simples — e simplista — encontrar um bode expiatório. Neste caso, a versão mais corrente é que isto é tudo culpa dos americanos que roubam as casas às famílias pobres portuguesas.
No entanto, uma leitura atenta dos dados mostra que a crise da habitação é, fundamentalmente, uma crise de oferta. Em 2002, foram construídos em Portugal 125.700 fogos. Em 2022, apenas 20.156 (dados do Pordata).
Quão longe vão os anos do princípio do século. Num artigo publicado neste jornal a 23 de Junho de 2007, lia-se que “se se construíssem todos os fogos admitidos pela totalidade dos planos directores municipais, o rectângulo nacional daria para o quádruplo da população”, ao que se acrescentava a opinião de que “Isso é um absurdo. Um completo absurdo”.
Estamos perante um problema de incentivos: os impostos sobre propriedade e transacção de imóveis correspondem à principal fonte de rendimento do poder local, o que por sua vez implica uma propensão — uma propensão exagerada, argumentava-se — para o licenciamento. Absurdo ou não absurdo, o que aconteceu desde então foi que, na sua versão seguinte, os Planos Directores Municipais (PDM) criaram restrições significativas à construção. Como se isso não chegasse, apareceram múltiplas outras normas que, no seu conjunto, levantaram um muro regulatório mais alto e mais longo do que a muralha da China.
Como este é um sector que conheço mal, e seguindo o princípio de que “a imitação é o maior elogio”, cito aqui o excelente artigo de Paulo Martins Barata no “Público” de 23 de Janeiro. Além do travão que foram os PDM, temos de acrescentar as “restrições estatutárias das zonas de RAN (Reserva Agrícola Nacional), REN (Reserva Ecológica Nacional), Parques Naturais, Rede Natura 2000”, e ainda “as Cartas de Perigosidade dos Incêndios”.
A lista não fica por aqui. Segundo Martins Barata, o “edifício legislativo que regula os licenciamentos da construção foi crescendo num amontoado inorgânico de leis, regulamentos e portarias, que soma mais de 2500 à data”. Resumindo e concluindo, “por imposição legal, hoje é quase impossível construir habitação económica”.
Não tenho muito a acrescentar ao diagnóstico, além de recomendar a leitura do artigo no “Público”.
Este marasmo de “sobre-regulação” — que não é único no sector da construção — sugere a pergunta: porquê?
Não existe uma resposta única. No entanto — e consciente do meu viés de economista, reflectido no título desta coluna —, creio que se trata em grande parte de um problema de incentivos e escolhas. O legislador que determina valores mínimos para a construção tem todo o interesse em garantir a qualidade das habitações aprovadas sob o seu regime (o que é louvável). Tem também um forte incentivo em se precaver contra possíveis acusações de que não foi suficientemente rigoroso (o que é compreensível). Pelo contrário, tem relativamente poucos incentivos para ponderar os custos que o seu rigorismo implica sobre terceiros (o que é um grande problema).
O outro incentivo do regulador é mostrar trabalho. Digo com frequência, e em tom de brincadeira, que se o Governo criasse uma Secretaria de Estado de Portas e Janelas, seria uma questão de dias até aparecerem as primeiras portarias (trocadilho à parte) sobre dimensão de portas e janelas. Caso contrário, como justificar a existência da Secretaria de Estado?
Só assim se explica, por exemplo, que em Portugal “um T3 tem obrigatoriamente de ser ventilado em duas fachadas e as zonas de dormir têm de ser segregadas das zonas sociais”, ou que “todos os quartos, salas e cozinhas têm de estar equipados com ficha de internet e de televisão”.
Note-se que isto são apenas três imposições num conjunto de cerca de 2500.
Confesso que não estudei em pormenor nem o Programa Mais Habitação nem os programas partidários respeitantes à habitação. Com base no que li, vejo muitas sugestões sobre incentivos à procura (e.g., isenção de impostos na compra de casa) ou regulação dos mercados (e.g., arrendamento local). Muito pouco, ou mesmo nada, sobre o problema de raiz, que é um problema de regulação e dos efeitos que a regulação tem na oferta.

Esta é uma geração com receio de ter filhos, pobre e desconsiderada.
Após termos reunido cerca de um milhão e meio de jovens no nosso país, durante as JMJ, a mensagem política sobre o futuro, que o Estado laico tem para dar aos jovens licenciados portugueses, parece ser a da emigração.
Notícias recentes revelam que existe de facto um êxodo de jovens diplomados para o estrangeiro. Saem do país à procura de melhores salários, maior reconhecimento e melhor qualidade de vida.
Perante esta autêntica “hemorragia social”, o governo decide aplicar um penso rápido. O primeiro-ministro anunciou que, por cada ano de trabalho em Portugal, vai devolver um ano de propinas pagas numa universidade pública do país, o correspondente a 697 euros. Foram ainda anunciadas algumas medidas no IRS Jovem, com bonificações nos primeiros anos de trabalho e a oferta de uma viagem, em parceria com a CP e as pousadas de juventude para conhecer a diversidade e beleza do país.
Para muitos, esta será provavelmente uma viagem de despedida, pois o destino de milhares de jovens está traçado: emigrar para trabalhar fora do país. Perante esta fatalidade, as famílias sofrem impotentes, uma vez que não foi este o país que os pais sonharam para os seus filhos.
Os salários baixos e a falta de reconhecimento das competências profissionais são dois fatores que levam os jovens a emigrar, mas não são os únicos. A falta de qualidade de vida é muitas vezes apontada como um dos motivos que leva à saída do país. Já há vários anos que acompanho jovens diplomados que entram no mercado de trabalho. As principais queixas reportadas referem-se ao autêntico sequestro que sentem pelo trabalho, devido ao excessivo número de horas de trabalho presencial e à enorme pressão psicológica no contexto profissional.
Infelizmente, o excesso de carga horária é prática comum em várias empresas e grandes escritórios de advogados, uma vez que exigem 12-14 horas de trabalho diário presencial. Começa aqui a primeira grande desilusão. Subitamente estes jovens tomam consciência de que perderam a liberdade; a vida pessoal fica adiada. Dispor tempo para o desporto, atividades de lazer, convívio com os amigos e a família, torna-se praticamente impossível.
Este é um problema cultural do nosso país que deve ser combatido, pois a presença prolongada no local de trabalho não se traduz em maior produtividade. É um caminho errado que retira qualidade de vida aos jovens, dificulta a conciliação trabalho-família, constituindo um fator que leva frequentemente a um aumento de doenças psiquiátricas e a uma sociedade de “berços vazios” (envelhecida e sem crianças).
Curiosamente, durante a JMJ, o Papa Francisco abordou este assunto no discurso que fez no CCB: ”E o futuro são os jovens … os ritmos frenéticos em que se veem imersos, o aumento do custo de vida, a dificuldade de encontrar uma casa e, ainda mais preocupante, o medo de constituir família e trazer filhos ao mundo”.
Do meu ponto de vista, os jovens diplomados não emigram apenas pelos baixos salários praticados em Portugal, muitos desejam simplesmente ter uma “vida normal”. Esta é uma geração com receio de ter filhos, pobre, deprimida e desconsiderada. Nunca é demais denunciar estes abusos à dignidade humana. Pelos vistos o governo não os compreende, já que não se resolvem pela via do IRS bonificado ou com a oferta de bilhetes da CP para visitar a beleza paisagística nacional.
Os jovens atualmente são capturados por um sistema que considera o lucro como um dogma do desenvolvimento económico e a concorrência sem limites como um motor essencial do progresso. Para alcançar estes objetivos, as pessoas são “coisificadas”, desprovidas de direitos sobre a sua uma vida pessoal e familiar, transformadas numa peça de um mecanismo industrial produtivo que alimenta a economia, mas que deslaça as famílias, através da emigração forçada das gerações mais jovens, e nos humilha a todos, todos, todos.

Faltam seis anos para 2030 e o objetivo intermédio de reduzir em 50% as emissões de gases com efeitos de estufa parece cada vez mais um sonho inalcançável.
Os Acordos de Paris, conseguidos em 2015, foram um momento de viragem na agenda da sustentabilidade, em particular das alterações climáticas, pois foram fixadas metas para o aquecimento global. Para evitar danos permanentes na vida de várias espécies no planeta, o aquecimento global deve limitar-se a 1,5 ºC relativamente aos valores prévios à industrialização da economia. Para garantirmos este objetivo, só há um caminho: diminuir a emissão de gases com efeitos de estufa. O "net zero" deve ser atingido em 2050 e, como meta intermédia, temos a redução das emissões em 50% até 2030.
Os últimos dados revelam que estamos a seguir o caminho inverso. Os números da Agência Internacional de Energia mostram que, em 2023, se atingiu novo recorde nas emissões de CO2 resultantes da produção de energia. O novo valor máximo fixou-se em 37,4 mil milhões de toneladas de carbono, mais 1,1% (ou 410 milhões de toneladas) do que em 2022. Ou seja, os (supostos) esforços de descarbonização da produção de energia estão a falhar. Faltam seis anos para 2030 e o objetivo intermédio de reduzir em 50% as emissões de gases com efeitos de estufa parece cada vez mais um sonho inalcançável. Pior, estamos a insistir na trajetória errada. Assim, não vamos lá no controlo do aquecimento global.
Os dados da Agência Internacional de Energia deixam, ainda assim, alguns sinais de esperança. Na União Europeia e nos Estados Unidos registaram-se reduções nas emissões de CO2 relacionadas com a produção de energia. Porém, os aumentos na Índia e China mais do que compensaram as diminuições no mundo ocidental, em resultado de um maior recurso a fontes fósseis para a produção de energia nestes dois países, que são os mais populosos do mundo.
Outro sinal de esperança está no aumento significativo na produção de energia renovável. A Agência Internacional de Energia arrisca o prognóstico que, no longo prazo, vamos ter uma descida estrutural nas emissões de CO2 associadas à produção de energia precisamente devido ao crescimento da energia limpa, como a solar e a eólica.
O problema está na dimensão temporal. O longo prazo pode ser demasiado longo. Citando um economista famoso, John Maynard Keynes, no longo prazo estamos todos mortos. E 2023 foi o ano mais quente no planeta desde que há registos.
Os valores da Agência Internacional de Energia revelam que temos países e blocos económicos em diferentes estágios de maturidade relativamente à descarbonização da economia e da produção de energia. Assim, coloca-se uma questão: os países mais atrasados vão fazer o "catch up"? E querem fazê-lo? É necessário que os EUA e Europa mantenham as suas trajetórias e, em simultâneo, que China, Índia e mais países em vias de desenvolvimento acelerem nas suas políticas climáticas. No atual contexto geopolítico, marcado por conflitos, divisões e desconfianças, este alinhamento multilateral parece mais um desejo "naive" do que uma realidade possível.
Para mais, há outra pergunta difícil: quem paga? As contas mais recentes do Fundo Monetário Internacional (FMI) mostram que, para se alcançar o "net zero" em 2050, os países em vias de desenvolvimento necessitam de dois biliões de dólares de investimento por ano, em energia verde, até 2030. Os últimos dados mostram que esse investimento não tem ultrapassado os 400 mil milhões de dólares por ano. Além disto, para o FMI, o setor privado deve suportar 80% a 90% deste esforço de investimento. Para já, a fasquia da participação dos privados tem-se ficado pelos 40%.
Em suma, há muito caminho para fazer em políticas climáticas e em investimento em energia e tecnologias verdes. Os dados mostram que estamos a andar demasiado devagar. Até o otimista mais militante tem dificuldades em não cair em desanimo.

Nesta nova era, a inteligência artificial não se limita apenas a prever e classificar mas permite criar conteúdo original e criativo, aproximando-se da capacidade humana de geração de ideias e soluções.
O lançamento dos Large Language Models (LLMs), como o ChatGPT, marcou um ponto de viragem significativo na adoção generalizada da inteligência artificial. Esses modelos, com biliões de parâmetros, conseguem aprender linguagem, contexto e intenção, tornando-se independentemente generativos e criativos. Adicionalmente, podem ser adaptados, reutilizados e reprogramados de várias maneiras para responder a um conjunto alargado de tarefas.
Independentemente da indústria em que as organizações operam, a inteligência artificial generativa tem um elevado potencial de transformação para melhorar a experiência dos clientes, aumentar a produtividade e otimizar os processos.
Para melhorar a experiência do cliente, a IA generativa permite criar conteúdo personalizado e relevante, novos produtos e serviços ou apoiar a fase criativa de marketing, gerando conteúdo para campanhas, slogans ou anúncios, tendo em conta as preferências e os comportamentos dos clientes. Adicionalmente, pode melhorar a experiência nas interações com o cliente, através da disponibilização de agentes, como chatbots, assistentes virtuais ou agentes de voz, que respondam às solicitações dos clientes de maneira humanizada e inteligente.
Outra consequência importante da utilização de IA generativa em larga escala é, como referido, o aumento da produtividade. Estas soluções são especialmente eficazes na automatização de tarefas repetitivas e demoradas, como a criação de diversos tipos de conteúdos, utilizando algoritmos que geram texto, imagens, áudios ou vídeos a partir de dados ou palavras num determinado contexto. Adicionalmente, graças às suas capacidades interpretativas, permitem acelerar e facilitar o acesso à informação relevante para suportar os processos de tomada de decisão. Outro aspeto interessante é a capacidade de potenciar os processos de inovação e criatividade, através de soluções que dão forma a ideias, conceitos ou protótipos, a partir de requisitos, preferências ou inspirações fornecidas pelos utilizadores.
Além da experiência do cliente e da produtividade interna, a inteligência artificial generativa pode ser usada para otimizar os processos de qualquer tipo de organização. Neste âmbito existem diversos algoritmos de reconhecimento de padrões, classificação e segmentação que têm como objetivo extrair informações relevantes a partir de dados estruturados e não estruturados, como textos, imagens, áudios ou vídeos. Estas soluções têm um impacto direto na eficiência e na redução do risco operacional dos processos.
Os casos de uso acima referidos podem ser implementados transversalmente praticamente em todos os setores. Existem também novos desenvolvimentos em áreas fulcrais como a saúde. Na área da biologia (1) , por exemplo, encontram-se soluções como a previsão da estrutura tridimensional de proteínas, a procura de anticorpos específicos para os ensaios dos investigadores, a aceleração da descoberta de novos medicamentos e a identificação de novos tratamentos para doenças raras.
De acordo com um relatório da Strand Partners encomendado pela Amazon Web Services (AWS) , em Portugal cerca de 35% das empresas já adotaram tecnologias de IA e, se essa taxa se mantiver, o impacto económico estimado da adoção de tecnologias chegará aos 61 mil milhões de euros. Adicionalmente, as empresas portuguesas ultrapassaram as congéneres europeias, aumentando o investimento no digital em 61% no último ano, mais dez pontos percentuais do que a média europeia de 51%.
Para que esse impacto se torne efetivo, o relatório sugere que Portugal precisa de resolver três questões críticas: criar um ambiente favorável à inovação, colmatar o défice de competências digitais no país e garantir que as empresas de todas as dimensões tenham acesso às tecnologias mais recentes.
Para alcançar todo o potencial da IA, é essencial que Portugal disponibilize o apoio correto à estratégia das competências digitais e à segurança regulamentar, de modo a apoiar as ambições das empresas e dos cidadãos.
Não podemos falar de inovação sem falar em ética e talento. A ética nos modelos de inteligência artificial generativa é um tema importante e em constante evolução. É fundamental garantir que estes algoritmos sejam desenvolvidos e utilizados de forma responsável, transparente e justa, o que inclui evitar viés e discriminação e garantir a confiança e a transparência nos processos de IA. Quanto ao talento, ainda existem desafios a serem enfrentados, como a dificuldade na contratação de recursos humanos com competências digitais, que afeta o crescimento de 71% das empresas. É importante que Portugal continue a investir na inovação e no desenvolvimento de competências digitais para aproveitar ao máximo a mais-valia da IA.
A IA generativa tem todo o potencial para se tornar uma parceira criativa ideal, revelando novas formas de atingir e motivar audiências e trazendo velocidade e inovação sem precedentes.
