Este documento identifica os graves desafios que atualmente se vivem em toda a Europa, no que respeita à força de trabalho na área da saúde e da prestação de cuidados.
Os dados apresentados refletem a realidade de seis classes de profissionais na área da saúde, em que se incluem os farmacêuticos.
Este é o documento de grande importância, por permitir registar para a história o enorme contributo dos profissionais de saúde no combate à COVID-19.
A evidência demonstra que muitos Estados Membros entraram em emergência pandémica, com um número insuficiente de profissionais, competências dentro de cada profissão não otimizadas e desequilíbrios relevantes na distribuição geográfica de profissionais de saúde.
A pandemia colocou todos à prova (e que prova!). E quando a COVID-19 começou a dar alguma trégua, o contexto económico em toda a Europa (incluindo um grande aumento do custo de vida), agudizou o impacto nas capacidades de retenção, recrutamento e atratividade nas profissões de saúde.
A Europa vai necessitar de cada vez mais profissionais, porque o nosso contexto social e de saúde assim exigem. O aumento da esperança média de vida, de pessoas com cada vez mais necessidades em saúde, e a evolução para sistemas de saúde que devem cuidar em proximidade, pedirão mais profissionais a trabalhar de forma cada vez mais integrada.
Os dados apresentados sugerem que uma maior densidade de profissionais especializados é um dos fatores que mais contribuem para melhores resultados em saúde.
Mas se este relatório é importante por diagnosticar, ele é tanto ou mais relevante por apontar uma série de medidas políticas, que a serem tomadas permitirão preparar sistemas de saúde mais resilientes e mais bem preparados para servir as necessidades das pessoas, no futuro.
Antes de mais há que cuidar bem de quem cuida. Os Estados Membros devem investir mais na área da saúde e encarar este sector como um motor de desenvolvimento económico e social. Devem implementar-se medidas de contratação e retenção do talento, que passem por permitir às pessoas melhor equilíbrio entre as suas vidas profissionais e pessoais e um maior cuidado à saúde mental.
A coesão territorial e a existência de serviços de saúde em zonas rurais e mais distantes dos grandes centros urbanos é outro dos pontos críticos apontados.
Pelas características do nosso país e do nosso sector, identifico neste relatório inúmeras notas de reflexão para a profissão farmacêutica. Vejo também imensas oportunidades para que os farmacêuticos com responsabilidades assistenciais continuem a desenvolver novas competências e a assumir novas responsabilidades que respondam às necessidades das pessoas e do sistema de saúde. Uma maior capacidade de trabalhar em rede permitirá a todos os profissionais prestar melhores cuidados e de forma mais eficiente.
Novas responsabilidades que venham a ser assumidas devem prever novos modelos remuneratórios que reforcem a capacidade económica das farmácias, de serviços farmacêuticos e dos laboratórios de análises clínicas.

Mas há riscos que é preciso controlar sob pena da extinção da humanidade.
O mundo acordou, há pouco mais de meio ano, para a importância e o poder da Inteligência Artificial (IA). O lançamento do ChatGPT veio despertar medos, atiçar conspirações e alertar para um conjunto de desafios que, até então, não eram valorizados e que, em muitos casos, nem passavam pela cabeça do comum cidadão. Mas, na realidade, esta tecnologia não é nova e faz parte do dia a dia de todos quantos têm uma pegada digital há mais de uma década. A diferença, aponta Marcia Narine Weldon, "é que as pessoas perceberam, com o ChatGPT, um pouco mais do que a IA é capaz".
Em entrevista ao Diário de Notícias, a professora de Direito e Ética, e estratega de negócios, acredita que o mundo vive a época mais interessante e desafiante da História, mas também a mais perigosa. "O mundo está num ponto de viragem e é missão de todos encontrar o leme para evitar caminhos que possam ser catastróficos para a espécie humana", alerta.
Convidada a dar uma palestra em Lisboa, a propósito do Encontro Anual de Alumni, na AESE Business School, a professora revela que, mais do que falar sobre estas temáticas, a sua missão é "pôr as pessoas a pensar". Na mala trouxe dez perguntas para colocar à plateia, numa lista encabeçada por: "Vocês são as pessoas mais importantes do mundo?". A resposta, avança Marcia Weldon, é "Sim".
"Sim, porque está nas mãos das empresas e dos empresários mudar o mundo, seja pelo produto que desenvolvem, pelo serviço que prestam e, acima de tudo, pelas decisões que tomam", explica. As restantes questões sobre ética, responsabilidade corporativa, desafios climáticos, direitos humanos, entre outros temas, têm como objetivo ser o ponto de partida para reflexões individuais ou coletivas, nas empresas.
"A minha missão também é ajudar a mudar o mundo", reforça, acrescentando: "Se conseguir que uma pessoa em cada audiência que me ouve diga "Nunca pensei nisso", é um passo para concretizar este objetivo".
Alinhar valores e trabalhar em conjunto Num mundo com mais de oito mil milhões de pessoas, e que enfrenta enormes desafios, de que forma pode a tecnologia ser a ferramenta da mudança? Em primeiro lugar, aponta Marcia Weldon, reduzindo a desigualdade económica, social, mas também a digital. Um desafio muito complicado e que, na sua opinião, apenas poderá ser ultrapassado com uma coligação de esforços entre os governos de todo o mundo, as empresas, e a sociedade civil.
Além disso, diz, "é fundamental estabelecer valores comuns que garantam que todos olham para os desafios sob o mesmo prisma ético". Impossível, dirão os mais céticos. "Difícil", sublinha a professora que defende que o estímulo para fazê-lo será o mundo perceber que, "se nada for feito, estaremos acabados enquanto espécie".

Este trabalho conjunto, de regulação, de definições éticas para a criação de uma base de atuação comum será, na perspetiva da estratega, a única forma de evitar que o potencial da IA e de outras tecnologias possa ser explorado para o mal. "Li recentemente um estudo que diz que 50% dos cientistas de dados acredita que temos 10% de hipótese de a humanidade ser extinta se não tomarmos o controlo e soubermos lidar com isso", diz Marcia Weldon. No entanto, aponta que "a vantagem é que sabemos disso, e o bom das táticas de medo é que as pessoas prestam atenção, falam, e se todos trabalharem em conjunto podemos salvar o mundo antes que ele nos derrube".
Atualmente, diz a professora, "temos já um mundo onde há pessoas que usam a IA para melhorar o trabalho e outras não, e estas serão deixadas para trás. O problema não são os robôs que vêm dominar o mundo, mas o que me preocupa é se tivermos um desemprego massivo porque as coisas estão a desenvolver-se tão depressa que os empregos estão a ser substituídos sem que as empresas e os governos tenham feito o necessário reskilling e upskilling".
A transformação das competências é, para Marcia Weldon, um dos maiores desafios porque caso o desemprego global aumente, e se as pessoas não tiverem outras opções, abre-se a porta para o crescimento de governos autoritários. "É isso que me preocupa. Isto acontece em todas as revoluções e só se resolve com governos e negócios a trabalharem em conjunto".
A professora e estratega que quer ajudar a mudar o mundo
Esteve em Portugal em janeiro passado, desafiada pela Microsoft para falar sobre negócios, direitos humanos e tecnologia, um dia depois do anúncio do investimento de 10 mil milhões de dólares daquela tecnológica em OpenAI. Um desafio que agarrou sem medos porque acredita que são três áreas que não podem dissociar-se e das quais depende, no limite, a sobrevivência da espécie humana. Não é catastrofista, mas defende que este é um momento de viragem no mundo, que exige a atenção e o trabalho conjunto de todos - governos, empresas e sociedade. Regressou esta semana ao nosso país para falar perante uma plateia de empresários a quem colocou um conjunto de questões, cujas respostas não esperava que fossem imediatas, mas o ponto de partida para reflexões dentro das suas organizações. "Se conseguir colocar pelo menos uma pessoa a pensar, já dei o meu contributo para melhorar o mundo", disse em entrevista ao Diário de Notícias.

Fala-se de empreendedorismo no geral e penso que o que se torna viral é o empreendedorismo pessoal. Todos temos em mente aquela ou aquelas pessoas que se destacam por fazer acontecer e que são as que nos inspiram. Poderíamos falar de muitos âmbitos mas centro-me no contexto profissional. Começar a semana com a noção do que nos espera e quais os objetivos que temos para atingir, ajuda a concretizar os meios para lá chegar. A exigência pessoal é determinante para que não percamos o foco porque as solicitações de dispersão são muitas e variadas. Sugeriria ter um registo exato do que é prioritário, quais as ações concretas que são esperadas do nosso lado e pôr mãos à obra. Em muitos casos, mais vale um tema suficientemente fechado num curto espaço de tempo do que aberto indefinidamente. A oportunidade perde-se e cresce a frustração. Há que ter também em conta o impacto da nossa negligência na equipa que integramos e a marca de incumprimento que vamos deixando. A consequência óbvia é deixarmos de ser convocados para iniciativas posteriores por deixarmos a dúvida da nossa prestação.
Deixo aqui 2 exemplos concretos para ajudar a refletir: a escolha da formação e o controlo das dependências entre interlocutores de um projeto.
Do ponto de vista da escolha da formação, sendo universal o desejo de conhecimento em todos os seres humanos, muitas vezes não somos consequentes com o mesmo por diversos motivos: adiamento da decisão de inscrição, falta de compromisso com a formação e falta de resiliência com a exigência da compatibilização da formação com os outros âmbitos da vida. Para sermos pragmáticos, a solução para o adiamento é inscrever-se já. Se está indeciso, submeta a inscrição para a formação a que aspira logo a seguir à leitura deste artigo. Quanto à falta de compromisso, antecipe este problema, fazendo um plano de horário para o tempo em que decorrerá a formação. Por último, a resiliência também se trabalha se há investimento no empreendedorismo pessoal, recentrando o foco no essencial. Aqui também se aplica a concretização de objetivos, meios e ações, fazendo follow up semanal para manter a tensão e retificar o rumo. Muitos têm experiência do que implica acrescentar um programa de executivos às dedicações do dia a dia e da necessidade de repetir interiormente a importância do conteúdo para tirar o maior partido da experiência e ser de facto uma transformação da postura pessoal e profissional posterior. Na AESE a formação é holística e interpela a querer trabalhar a melhor versão de si mesmo. Os que passam pela AESE referem que se sentem numa Casa, numa Família. Cada um é peça chave do conjunto. Preza-se o respeito pela individualidade, o contributo para a diversidade e a sensibilidade para a integração. A “cultura do cuidado” experimenta-se desde o primeiro contacto. Quem chega e quem está sente-se convidado de honra, mas também parte da família. O sentido de pertença é muito forte. É universal a honra e a responsabilidade assumida por ser Alumni AESE e manifestá-lo em qualquer contexto. Sentimo-nos filhos dos diretores de programa, irmãos dos elementos do grupo, amigos de cada pessoa da turma e profissionais de excelência em sala de aula. Num contexto de confiança e ajuda, fica-se com vontade de se lançar na vida sem medo da adrenalina própria da existência. Fortalecem-se raízes, aprofundam-se convicções e alargam-se corações para que caibam todo o tipo de pessoas.
Quanto ao controlo das dependências entre interlocutores, centrar-me-ia no impacto social que pode ter uma falha na cadeia e no exemplo dos pagamentos a fornecedores. A gestão de tesouraria é crucial em muitas empresas e uma falha neste âmbito pode prejudicar famílias, causando impacto negativo relevante no bem estar social. Este artigo é dedicado a eles. Recordo as questões que os alunos, em Harvard, sistematicamente colocavam a Clay Christensen ao despedirem-se da escola. Era um momento privilegiado para equacionar o seu futuro e, naturalmente, na sua maioria, o conselho e orientações que pediam ao professor focavam-se nisso mesmo. Essencialmente, tinham a ver com duas dimensões. Em primeiro lugar, a busca da realização profissional, ou seja: como posso ter a certeza de vir a ser feliz na minha vida profissional? Em segundo lugar, a busca de uma realização mais abrangente enquadrando os outros âmbitos da vida, por exemplo: como posso ter a certeza de que a família que escolher formar será uma fonte permanente de felicidade?
Ao conversar, seja com os alunos universitários que passam, no verão, pela Summer School da AESE, seja com a grande diversidade de profissionais e executivos com uma vida recheada de sucessos notáveis, que recorrem à escola para melhor se prepararem, muitas vezes vejo-os confrontarem-se, e confrontarem-me, com estas mesmas questões. Na verdade, raramente respondo diretamente a estas questões. Vamos conversando, falando sobre exemplos muito variados, em contextos e situações muito diferentes, do que então funcionou ou do que não funcionou. E, na maioria das vezes, há um momento em que se acende uma luz, a resposta ganha clarividência e ele próprio responde às perguntas que colocou e de forma muito mais perspicaz do que eu, provavelmente, o faria. Dito isto, considero que as orientações, muito simples, que Clay Christensen dava aos seus alunos permanecem válidas e relevantes.
Quanto à primeira questão sobre a realização profissional, Christensen aconselhava a refletir na teoria de Frederick Herzberg, segundo o qual o motivador mais forte nas nossas vidas não é o dinheiro, mas sim a oportunidade de aprender, crescer em responsabilidades, contribuir para o bem dos outros e ser reconhecido pela obra que se faz, o sucesso do que se concretiza, a marca pessoal que se imprime nas instituições por que passamos, nas pessoas com que trabalhamos. Este desejo grande, esta visão alargada do futuro profissional é importante à hora de escolher um curso, uma formação, uma profissão, um desafio profissional. Qualquer uma destas decisões não tem porque ser definitiva. Na maioria das vezes não o será. Dentro de 3 / 5 anos, quantos estaremos na mesma situação profissional? Mas, sendo sobretudo instrumental, pode contribuir para o crescimento profissional, pode abrir hipóteses e alternativas de vida, pode preparar-nos melhor para o futuro que ambicionamos viver. Daí que vale a pena ponderar, sem grande drama, mas séria e serenamente, cada uma das decisões que constroem o nosso percurso profissional.
Parênteses. Não resisto a acrescentar que Christensen considerava a gestão, quando bem exercida, uma das mais nobres profissões, por oferecer muitas oportunidades de ajudar os outros a aprender e a crescer, bem como de assumir responsabilidades, de ser reconhecido pelo que se realiza e de contribuir para o sucesso de uma equipa. Fim de parênteses.
Quanto à segunda questão - como posso garantir que a relação com a minha família e os amigos sejam uma fonte duradoura de felicidade? – leva-nos a considerar o nosso sentido de vida, que estratégia seguimos para gerir a vida e as relações que estabelecemos, a que iniciativas dedicamos o nosso tempo, energia e atenção. Ter claro um referencial de valores, um sentido, um propósito de vida é essencial, é estruturante para qualquer pessoa. A escolha e o exercício bem-sucedido de uma profissão deve ser apenas um instrumento para avançar na direção sonhada. Pelo contrário, sem um sentido, a vida pode tornar-se vazia, por muitas atividades que se realizem e sucessos que se atinjam. Para alguns estará enraizado na sua fé, para outros será a família, para outros ainda será contribuir para um mundo mais sustentável e uma sociedade mais próspera, justa e inclusiva. Mas, para todos, constituirá o sentido que preencherá e norteará a vida, desde as decisões quotidianas, às escolhas que nos exigem um maior compromisso, uma maior entrega e coragem.
A maioria destas decisões, em concreto muitas das que assumimos no dia-a-dia, não são decisões conscientes, explícitas. Não estamos sempre a pensar em como gerimos as prioridades e nas atitudes que tomamos. São habituais em nós. Fazem parte da forma como espontaneamente abordamos situações e problemas recorrentes. Fazem parte de nós e da cultura vivida no trabalho e em família. Sim, as famílias têm culturas, tal como as empresas. E essas culturas, as familiares e as empresariais, podem ser construídas conscientemente ou evoluir inadvertidamente. Se queremos que os filhos respeitem os outros, tenham espírito de serviço, brio profissional e confiança de que são capazes de resolver problemas difíceis, essas qualidades não se adquirem nem se desenvolvem por magia. Há que vivê-las no ambiente familiar desde muito cedo. E, tal como nas empresas, as competências desenvolvem-se com desafios exigentes e aprendendo o que funciona, ou não.
Este ponto leva-me a uma última reflexão. Ninguém se propõe conceber a vida ou tomar decisões para o insucesso. Contudo, muitas histórias de sucesso começaram com um fracasso. Henry Ford foi à falência antes de fundar a Ford Motor Company; Thomas Edison e os seus colegas testaram milhares de materiais antes de criarem a lâmpada de filamento de carbono; J. K. Rowling viu os seus livros serem doze vezes rejeitados antes de publicar o primeiro livro de Harry Potter, para dar alguns exemplos. O que torna histórias de insucesso em histórias de sucesso é a capacidade de aprender e aplicar o aprendido, com inteligência e persistência. Thomas Edison dizia que “as pessoas desistem porque não sabem quão perto estão do sucesso”. Em muitas situações é assim, noutras, como num exame ou numa prova desportiva que não corre como desejado, sabemos o que falhámos e porque falhámos, e temos uma ideia clara de aonde queremos chegar e do que podemos fazer para lá chegar. Em ambas as situações, o importante mesmo é refletir e aprender, seja com os sucessos, seja com os insucessos.
A resposta às questões iniciais é sempre pessoal, única. E vamos respondendo com a própria vida. Mais ainda, constituem um exame que vale a pena repetir, de tempo a tempo, sabendo que um verdadeiro determinante do sucesso pessoal é a forma como aprendemos e como incorporamos o aprendido nos nossos hábitos e na vida, tornando-nos melhores profissionais, melhores cidadãos, melhores pessoas.
