Nos últimos 36 meses enfrentámos múltiplas vagas de uma pandemia que foi responsável pela maior contração do PIB da economia global que há memória. À boleia de um cocktail de estímulos monetários e económicos sem paralelo, assistimos a uma recuperação tão vigorosa que deixou o mundo na vertigem de uma inflação crescente. Graças a políticas coordenadas entre Bancos Centrais, Instituições Multilaterais e Governos foi possível num curto espaço de tempo repor o Produto Interno Bruto (PIB) global perdido na pandemia e colocar a economia mundial a crescer 6 por cento em 2021. Esta vaga de forte crescimento na esteira de um período de quase inatividade económica deixou as cadeias logísticas em rutura e elevou a inflação global para máximos de 40 anos. A taxa de inflação homóloga em fevereiro de 2022 acelerou para 7,9% (1) nos EUA e 5,8% (2) na UE - numa trajetória ascendente de 12 meses consecutivos. Ao longo de 2022 a inflação manteve-se elevada atingindo em setembro o patamar de 8.2% nos EUA e 9.9% na Área Euro, para a qual contribuiu o agravamento do contexto geopolítico.
Em 2022 e para conter a inflação, a generalidade dos bancos centrais nas várias regiões do globo avançaram com uma subida da taxa de juro diretora. Diversos países emergentes (que têm sido fustigados por décadas de inflação persistente) não hesitaram em avançar com uma subida enfática da taxa diretora. Veja-se o caso do Brasil: O Banco Central do Brasil subiu a taxa diretora Selic para 13,75% para dar resposta a uma inflação de 7% e afirmou no seu último comité de política monetária que poderá ajustar ainda mais a política monetária “caso o processo de desinflação não ocorra como esperado”.
Já as economias avançadas, com níveis de endividamento mais elevados, têm apostado num plano de mitigação da inflação mais gradual. Os Estados Unidos, hoje com uma inflação em torno de 8%, preveem chegar ao final do ano com uma taxa de juro diretora em torno dos 4%. Como resultado da subida da taxa diretora, a generalidade das famílias e das empresas começam a assistir a um aumento substancial dos encargos com o serviço da dívida que se traduz numa erosão do seu rendimento disponível. Conter a inflação nas economias desenvolvidas será uma tarefa exigente dado que, em resultado da elevada inflação, a generalidade das economias avançadas continua a financiar-se a taxas de juro reais negativas (3).
Há, contudo, algumas notícias mais favoráveis no horizonte - a recente redução expressiva do preço das matérias-primas e da alimentação (apenas verificada ainda no mercado grossista) antecipa alguns sinais de abrandamento da inflação. Desde o início do ano a cotação em dólares do cobre, da prata, do alumínio reduziu cerca de 20% - tendo esta redução sido menos expressiva na área Euro, em resultado da forte desvalorização do euro face ao dólar. Também o índice dos custos de matérias-primas alimentares publicado pelas Nações Unidas cai há 6 meses consecutivos. Este índice alimentar acumula já uma queda de 20% desde o início do conflito entre a Rússia e a Ucrânia e está a um patamar inferior ao final de dezembro de 2021. Para que a União Europeia possa mitigar de forma eficaz a inflação, é central continuar a desenvolver à imagem dos Estados Unidos um plano para reduzir a inflação. O «Inflation Reduction Act” aprovado pelo Congresso norte-americano no final de 2021 apresenta um conjunto de incentivos orientado em 5 eixos - descarbonização da economia, mobilidade, promover tecnologias limpas, investimento na produção de energia doméstica, reforço da segurança energética, apoios à indústria e reforço da segurança alimentar. Os últimos anos mostraram bem a importância de a União Europeia garantir que a médio prazo alcança níveis de autonomia alimentar e energética, ao mesmo tempo que promove o encurtamento das cadeias logísticas. É também essencial que a União Europeia se possa preparar para dar resposta a esta e às próximas crises, criando um instrumento preventivo de resposta conjunta aos principais riscos globais que, desde 2005, têm sido assinalados no Relatório de Riscos Globais publicado pelo Fórum Economico Mundial (4).
O ano de 2023 traz novos desafios e põe à prova a nossa capacidade coletiva de reinventarmos soluções para enfrentar uma crise energética e inflacionista que pode ter contornos parecidos à crise energética da década de 70. Ao contrário da pandemia e de um vírus desconhecido, desta vez os desafios que enfrentamos e as soluções para os ultrapassar são amplamente conhecidos. Compete-nos continuar a implementar uma resposta multilateral coordenada para que possamos ancorar as expectativas de inflação e preservar o crescimento económico.

Nesse período, os ativos mobiliários detidos por Organismos de Gestão Coletiva em Portugal cresceram de um valor de 10.835 milhões de euros, no final de 2011, para 19.859 milhões de euros, no final de 2021. O crescimento anual médio desta rubrica foi de 6%, em linha com o crescimento apresentado pelos ativos geridos por Fundos de Investimento na União Europeia (2).
Apesar deste panorama positivo e aparentemente estável, nesse período, a indústria de gestão de ativos nacional navegou numa conjuntura económico-financeira inédita e exigente e enfrentou desafios estruturantes na sua forma de operar.
Em termos de envolvente económica e financeira, a última década iniciou-se com a crise da dívida soberana no seio da Europa, no rescaldo da recessão mais longa desde que o Euro entrou em circulação. A consequente adoção de políticas monetárias expansionistas por parte dos bancos centrais e uma melhoria das condições de financiamento culminaram numa recuperação económica nos anos seguintes, assente sobretudo na procura interna, e num movimento inédito de descida de taxas de juro com a yield a 10 anos da Alemanha a atingir valores negativos em 2016. Em 2020, a pandemia COVID-19 marcou o fim de uma das maiores fases de expansão económica da história, tendo como resposta uma atuação extremamente acomodatícia por parte dos bancos centrais, visível nos cortes de taxas de referência e nos programas de compra de ativos, e uma intervenção célere e robusta das autoridades fiscais. Já em 2022, a eclosão do conflito militar na Ucrânia e a trajetória ascendente da taxa de inflação impuseram dificuldades acrescidas à gestão de carteiras.
Neste enquadramento, de níveis baixos de taxa de juro e em que a taxa de poupança das famílias teve uma subida expressiva, houve uma aposta na inovação e melhoria contínua de soluções de investimento que fossem ao encontro das necessidades dos nossos Clientes. Tanto numa perspetiva de binómio rendibilidade/risco, com a construção de carteiras perfiladas, diversificadas e com controlo de risco, mas também integrando fatores de Sustentabilidade (ESG) na seleção dos nossos ativos e gestão das nossas carteiras de modo a que em cada elo de atuação do nosso processo de investimento estas considerações estejam presentes.
Estas apostas exigiram naturalmente o investimento na formação das equipas e em desenvolvimentos tecnológicos, com uma atualização e integração dos nossos sistemas operacionais. Tudo isto, num contexto de aumento de custos decorrente da cada vez maior exigência regulatória (com alterações ao nível de enquadramentos de referência, como a MiFID II, a UCITS ou a AIFMD) e de um movimento de descida das comissões de gestão.
Em balanço, podemos dizer que os eventos da última década tornaram a indústria de gestão de ativos nacional mais forte, preparada para os desafios futuros e com o seu papel reforçado de mecanismo de canalização eficiente das poupanças dos aforradores para os investimentos das empresas, contribuindo para a satisfação das necessidades financeiras de ambos.

As projeções sugerem ainda que a população global pode crescer para além dos 10 mil milhões de pessoas até ao final do século.
Tal como a geografia, a demografia pode não determinar inteiramente o destino das nações, mas condiciona-a em grande medida. Por isso mesmo, acompanhar as tendências demográficas é, hoje em dia, crucial para planear o desenvolvimento económico e social de qualquer comunidade humana, seja esta um país, uma empresa, uma tribo ou uma família.
Tradicionalmente, muitas das discussões sobre o crescimento populacional começam no trabalho de Thomas Robert Malthus, cujo Ensaio sobre o Princípio da População, publicado no final do século XVIII, é uma das obras seminais da demografia. Malthus vaticinou que o crescimento exponencial da população levaria a uma grande fome e à hecatombe, uma vez que os meios de subsistência não aumentariam ao mesmo ritmo.
Hoje, podemos concluir que Malthus tinha razão quanto ao crescimento exponencial, mas estava profundamente enganado sobre as terríveis consequências de tal crescimento. Malthus não foi capaz de antever que o processo de industrialização e desenvolvimento que diminuiu as taxas de mortalidade também diminuiria, a seu tempo, as taxas de fertilidade. Na verdade, a transição demográfica iniciada com a Revolução Industrial, desenvolver-se-ia em duas fases, simplificadamente: uma primeira fase de redução da mortalidade infantil, aumento da taxa de natalidade, prorrogação da longevidade, grande crescimento populacional.... e uma segunda fase de redução da taxa de fertilidade, estagnação e, em seguida, declínio da população.
Cruzando com a perspetiva económica, observa-se que níveis de vida mais elevados associados a uma melhor educação, em particular à educação e capacitação femininas, conduziram, no final, a famílias mais pequenas. Neste sentido não é claro o ponto de viragem entre, por um lado, o boom demográfico, o salto tecnológico, a melhoria das condições de vida e a redução da mortalidade e, por outro lado, a abundância de bens e a diminuição da taxa de fertilidade.
O que sim é claro, é que este movimento que primeiro aconteceu nos chamados países industrializados, acaba por se verificar, com algumas variações e a ritmos diferenciados, na maioria dos países do mundo. Assim, existem países onde os níveis de fertilidade se mantêm elevados (ex. alguns países do Norte de África e do Sul da Ásia), países onde o declínio da fertilidade se começa a sentir (ex. muitos países da América Latina) e países, como Portugal, com uma população envelhecida. Todos estes cenários são igualmente desafiantes.
Países com elevada fertilidade sustentada têm o desafio de educar um número sempre crescente de crianças e jovens o que absorve grande quantidade de recursos e muitas vezes de forma não eficiente, acabando por limitar possíveis esforços noutras áreas do desenvolvimento humano como sejam a saúde, a habitação, a industrialização ou a cultura.
Já em países com uma recente queda sustentada da fertilidade, pode encontrar-se uma maior percentagem da população em idade ativa face a outras faixas populacionais. Ora esta mudança na distribuição etária proporciona uma oportunidade excelente para um crescimento económico acelerado (conhecido como o "dividendo demográfico"). O desafio para estes países é a capacidade de investir no desenvolvimento das suas pessoas, garantindo o acesso aos cuidados de saúde, a educação de qualidade ao longo da vida, a oportunidades de emprego e trabalho digno.
Mas o grande desafio tem a ver com a percentagem da população global com idade igual ou superior a 65 anos que já é grande e continuará a subir (de 10% em 2022 para 16% em 2050). Até 2050, prevê-se que o número de pessoas com idade igual ou superior a 65 anos em todo o mundo seja mais do dobro do número de crianças com menos de 5 anos e o mesmo número de crianças com menos de 12 anos.
Na Europa, o envelhecimento da população ainda é mais significativo: as projeções apontam para que, em 2050, 1 em cada 4 pessoas tenha mais de 65 anos. Aliás, a atual distribuição populacional europeia, caracterizada por este processo avançado de envelhecimento conjugado com uma fertilidade abaixo do nível de substituição desde o final da década de 1970, fará com que a Europa seja a única região em todo o mundo onde se espera um declínio populacional sustentado entre 2022 e 2050 (menos 7 por cento).
Portugal não foge à regra, com uma taxa de fertilidade a decrescer desde 1962, situando-se atualmente em 1,34 (uma das mais baixas mundialmente) e um crescimento natural negativo (mais mortes que nascimentos) desde 2008. Este panorama significa que temos de fazer tudo: oferecer uma educação de qualidade para crianças e jovens, investir no desenvolvimento da população ativa, promovendo o emprego produtivo, o trabalho digno e a educação ao longo da vida e ainda tomar medidas que visem a proporção crescente de seniores, nomeadamente a sustentabilidade dos sistemas de segurança social e de pensões, e o estabelecimento de cuidados de saúde adequados à diversidade e fragilidade das situações humanas. Em relação a esta faixa etária, e mais além destas medidas, é decisiva a habilidade das empresas e instituições em geral, para saber aproveitar todo o grande potencial de conhecimentos, de capacidade de trabalho e riqueza cultural que estas pessoas acumularam ao longo da vida, para que continuem como cidadãos ativos ao serviço das outras gerações e da sociedade.
Mas ainda assim, todas estas iniciativas não serão suficientes. O nosso crescimento populacional dependerá cada vez mais da taxa de fertilidade. A imigração é, sem dúvida, uma contribuição importante, mas não uma solução estrutural, já que genericamente se comprova que após uma geração, os imigrantes tendem a absorver o comportamento do país recetor.
E para que a taxa de fertilidade inverta a sua tendência decrescente, o único caminho é fomentar a natalidade, dar condições às famílias e apoiar as empresas. Todas são igualmente necessárias porque não se trata apenas de que nasçam mais crianças, mas que as que nasçam possam crescer num ambiente humano e humanizador como só a família sabe naturalmente ser. E famílias e empresas necessitam-se mutuamente para um desenvolvimento profícuo.
Hoje, ao contrário do pensamento malthusiano, uma população em crescimento constitui um grande ativo. Por várias razões: porque garante a sustentabilidade humana, porque é um importante trunfo geopolítico e porque, num mundo em que a globalização é uma realidade e a tecnologia quase uma commodity, se trata de um fator determinante da dimensão e qualidade da economia do país.
Concluindo, pensando no futuro de Portugal e da Humanidade, é fundamental ter uma população forte e equilibrada, suportada em empresas e famílias saudáveis. Tal significa enfrentar, simultaneamente, todos os desafios comentados. E acrescentar-lhes a sustentabilidade do planeta que, em última análise, nos fornece não só os alimentos que comemos, mas a água que bebemos e até o ar que respiramos. Pensando bem, globalmente, talvez tenhamos um desafio muito maior do que os perspetivados por Malthus há 200 anos. Um desafio maior, mas não impossível de ultrapassar. E por isso vale a pena celebrar os 8 mil milhões que somos!

Aqui, abordarmos também a utilização racional da dívida como forma normal de financiamento das empresas. Procuramos responder a duas perguntas: 1) As empresas portuguesas estão sobre-endividadas? 2) O endividamento das empresas é generalizado?
Visão geral
Existiam, em finais de 2020, 1.301.000 empresas: 850.584 empresários em nome individual (65,4%) e 450.416 sociedades (34,6%). A dívida financeira das empresas (Curto Prazo e Médio-Longo Prazo) ascendia a 200 mil milhões de euros. A lista dos sectores de atividade consta da Tabela 1.

Se nos focarmos apenas nos rácios para o ano de 2020, nota-se o efeito da pandemia e dos confinamentos nos sectores dos Transportes, Turismo e Outros Serviços.

É legítimo falar de sobre-endividamento em 2020. A maturidade média da dívida é elevada e especialmente alta em alguns sectores. Mas, será seguro afirmar que as empresas portuguesas estão, em média, sobre-endividadas?
2) Sub-endividamento
O endividamento está concentrado em 18% das empresas (Gráfico 3), pelo que não deve ser analisado em termos médios. É significativo que no sector com mais empresas, o Comércio, apenas uma em cada quatro esteja endividada. O sector das Indústrias Extrativas é o mais endividado (cerca de 44%) mas tinha apenas 1.023 empresas em 2020.

Conclusão
Em média, as empresas portuguesas não estão sobre-endividadas, apesar de o endividamento médio em alguns sectores ser preocupante. Contudo, as empresas portuguesas que se endividam não ultrapassam os 18% do total. Quaisquer análises do endividamento do conjunto de empresas ou de sectores de atividade devem utilizar dados desagregados para devedores e não-devedores. Estes números revelam que existe muita heterogeneidade escondida pelas médias – o clássico problema do estatístico que morreu afogado num rio que tinha, em média, um metro de profundidade…
Num país como Portugal, com reduzidos níveis de investimento, apenas 18% das empresas estão endividadas. Se mais empresas utilizarem o crédito bancário para financiar o seu investimento, o investimento privado pode aumentar significativamente. A pergunta que se impõe é: porque é que não o fazem? Serão os critérios da banca demasiado apertados para excluir do crédito 80% do tecido empresarial (ou 80% das empresas demasiado frágeis)? Poderão existir outros fatores em jogo, como aversão ao risco e ao endividamento. Cabe às escolas de negócios a iniciativa de “sentar à mesa” banqueiros, empresários e gestores, para iniciar este debate [/av_textblock] [/av_two_third][av_hr class='invisible' height='70' Não fora o tom dramático das causas (a guerra) e das consequências (preços inacessíveis) de toda esta situação que vivemos, o assunto estaria já próximo da exaustão.
Por cá, e por toda a Europa, os governantes desdobram-se em iniciativas para assegurar a garantia de abastecimento e encontrar os mecanismos mais adequados à proteção dos mais vulneráveis. Na realidade e perante a escalada de preços nos mercados, particularmente do Gás Natural e da Eletricidade, cabem basicamente 3 caminhos: (1) Intervenções administrativas em mercado, impondo tectos de preços; (2) Subsidiando os consumidores mais vulneráveis (empresas e famílias) para que possam sobreviver; (3) Política fiscal, taxando por exemplo “lucros excessivos” aos produtores que se veem desproporcionadamente beneficiados com os preço de mercado. Um pouco de tudo temos visto por essa Europa fora, sem que por ora os mercados deem tréguas. Talvez os elevados níveis de armazenagem de Gás na Europa (93%) e um inverno que dá mostras de algum atraso, se traduzam nas próximas semanas ou meses num certo alívio de preços.
“Verde” continua a ser o chavão mais brandido, mesmo em tempos desafiantes para a garantia do abastecimento e a sua acessibilidade por todos. Este trilema da energia está hoje claramente desviado para os dois ultimos pilares. Quando falta o básico agora, é mais dificil acautelar o sustentável amanhã. Um desafio que governos e cidadãos saberão com certeza encaminhar em tempos excepcionais.
A mais recente polémica é a do chamado “Corredor Verde”: o acordo tripartido Portugal-Espanha-França para o reforço das interligações energéticas entre estes países e viabilizando assim um papel mais activo da Península Ibérica no abastecimento à Europa.
Ainda com informação limitada sobre o que de facto consta do referido acordo, algumas considerações que me parecem pertinentes.

1. Mercados energéticos bem interligados são em tese uma mais valia porque promovem a concorrência e melhoram a segurança de abastecimento. Se mais interligações entre Portugal e Espanha e entre este país e França não existem, é porque custam dinheiro e nem sempre são do interesse de ambas as partes.
2. A narrativa veículada sobre o suposto pipeline que ligaria Sines à Alemanha, como fonte alternativa a algum do gás russo, levou alguns especialistas a manifestar publicamente o absurdo da solução, por não se enquadrar tecnicamente nas características da infraestrutura de gás natural que temos no nosso país. Certamente que ninguém estaria a advogar a construção de uma linha tipo “Nordstream”, batizada doutra forma, a custar vários biliões e com pelo menos 15 anos para por de pé.
3. O acordo saído da cartola, o Corredor Verde, nada tem a ver evidentemente com isto. E pouco tem que ver com a dita fonte de abastecimento alternativa ao Norte da Europa. Espanha está sim de parabéns por ter conseguido arrancar a ferros o reforço duma interligação que nunca interessou à França. Mas agora noblesse oblige e o Presidente Macron dificilmente poderia explicar aos seus pares na Europa que não precisam do gás dos ibéricos e têm electricidade francesa qb e de origem nuclear para todas as suas necessidades.
4. Portugal também está de parabéns por ter arrancado a duras penas a terceira interligação de gás com Espanha (andamos há mais de 10 anos a falar nisto). Aos nossos vizinhos nunca lhes interessou demasiados fluxos transfonteiriços porque têm do lado de lá mais 7 terminais de LNG como o de Sines (não serão exactamente iguais) e o mercado deste lado é pouco relevante.
5. Viemos a saber, com surpresa, que o troço submarino entre Barcelona e Marselha, afinal não é para Gás. Ou melhor, aceita-se que será para gás agora, mas no futuro é para levar o Hidrogénio Verde produzido em Sines e noutras praças ibéricas até à Europa. Não está em causa a aposta no desenvolvimento do hidrogénio como vector energético do futuro e da necessidade de vir a estimular a procura e criar um mercado. Esta ideia peregrina de pensar que as moléculas de hidrogénio geradas em Sines ou em Almeria vão chegar a Barcelona através dos tubos por onde flui actualmente o gás natural, é simplesmente descabida.
6. Ainda sem dados objectivos sobre custos e impactos futuros na tarifa do gás, a construção destes 162km da terceira interligação entre Oliveira de Frades e Zamora é o grande ganho para Portugal de todo este acordo “Corredor Verde”, por beneficiar o funcionamento do mercado, abrir oportunidades acrescidas à exportação do LNG entrado em Sines e reforçar as condições para a garantia de abastecimento em períodos de escassez.

As discussões e polémicas sobre os temas da Energia parecem às vezes demasiado verdes. Compreendo que se tratam de matérias sensíveis e no centro do desenvolvimento das sociedades, mas seria bem vindo um esforço por debates mais maduros, mais objectivos, mais informados, menos emotivos.
