O autor que vou seguir neste artigo - Richard T. De George – considera que há pelo menos três interpretações do conceito Business Ethics. O sentido primário do termo é a disciplina académica ou o campo de ensino que encontramos em escritos ou em aulas. O segundo sentido é o utilizado quando somos confrontados com escândalos corporativos. Nesse sentido, mais amplo, a história da Business Ethics remonta à origem dos negócios, enquanto os negócios são uma ação humana e, portanto, dotada de moralidade. O terceiro sentido da Business Ethics refere-se a um movimento que visa cimentar a ética nas estruturas das corporações sob a forma de códigos de ética, gabinetes, comités, training em Business Ethics ou até mesmo atraindo investidores socialmente responsáveis.
Comecemos pelo segundo tipo de Business Ethics. Neste caso, a história é triste de contar porque a cadência dos acontecimentos é marcada por escândalos que por vezes terminam em falências. Os exemplos mais paradigmáticos distribuem-se ao logo dos anos: 1995 Banco Barings; 2001 Enron, 2002 Artur Andersenon, 2003 Parmalat, Lehman Brothers and Bernard Madoff Investment Securities 2008, BP 2010, Banco Espírito Santo 2013, Volkswagen 2015, Uber 2017, Theranos and Facebook 2018, Wirecard 2020. A pergunta é: qual virá depois? Depois de cada desastre, reguladores e autoridades fazem esforços hercúleos por prevenir novas situações com normativas que muitas vezes protegem os stakeholders das empresas, mas também introduzem burocracia e diminuem a produtividade.
O movimento do Business Ethics – a terceira acessão do termo – nasceu como resposta a todos estes escândalos. As empresas têm procurado criar uma estrutura gestão do risco ético, têm desenvolvido códigos de ética e têm aplicado normativas relativamente a diversidade, equidade e igualdade. O esforço tem sido grande também na Europa, com uma décalage de várias décadas em relação aos Estados Unidos, se tem vindo a tomar medidas drásticas, pensemos no nosso RGPD que já entrou no quotidiano de todos. Nos Estados Unidos estas medidas foram iniciadas com o U. S. Civil Rights Act de 1964 ou com Foreign Corrupt Practices Act em 1977 depois de diretivos de uma corporação Estadunidenses se verem envolvidos num escândalo de corrupção com políticos japoneses. Hoje em dia este movimento está a criar cultura e a dar que falar: CSR, Compliance, Sustentabilidade, ESG, Inovação Social, Investimentos com impacto, etc. No entanto, nem todos os especialistas de Business Ethics consideram benignas as manifestações deste movimento.
E relativamente ao Business Ethics como disciplina, o que aconteceu? Embora o primeiro curso de Business Ethics tenha começado a ser oferecido pela Harvard Business School em 1915, só na segunda metade do século XX é que as escolas de negócios começam a levar a sério esta questão. Os anos 60 são um período de grande contestação social, política e institucional, por isso, as empresas desenvolvem o conceito de CSR - Corporate Social Responsability. Como resposta, as escolas de negócios passam a oferecer cadeiras sobre responsabilidade social ou questões sociais relacionadas com a gestão. Estas cadeiras são maioritariamente lecionadas por professores de gestão com muito enfase na lei e na normativa e pouca reflexão filosófica.  Só na década de 70 é que o Business Ethics aparece como um campo académico autónomo com a “entrada” de muitos filósofos nas universidades de gestão e escolas de negócios. Considera-se que a primeira conferência sobre Business Ethics foi em novembro de 1974 na University of Kansas. No fim da década de 70 publicam-se três antologias - Ethical Theory and Business; Ethical Issues in Business: A Philosophical Approach; Moral Issues in Business (1979). E só no início dos anos 80 é que se publicam os primeiros manuais de um só autor: Business Ethics de Richard De George (1982) e Business Ethics: Concepts and Cases de Manuel G. Velasquez (1982). A verdade é que a disciplina demorou vários anos para se definir, incorporar padrões de erudição e rigor de modo a ser aceite entre as outras disciplinas académicas. Em 1980 foi criada a Society for Business Ethics e em 1987 é a primeira reunião da EBEN - European Business Ethics Network - como resultado do crescente interesse de alguns académicos europeus relativamente ao desenvolvimento do Business Ethics nos Estados Unidos. Em 1989 criou-se a International Society for Business, Economics and Ethics que ajudou grupos nacionais em todo o mundo a desenvolver sociedades locais ou regionais de ética empresarial, de modo que agora existem sociedades num grande número de países desenvolvidos e menos desenvolvidos. Também destas organizações nasceram as primeiras revistas científicas da área da Business Ethics.
Podemos aprender alguma coisa de tudo isto? Diria que assim como no campo académico os gestores tiveram que dar lugar à entrada de filósofos para que a reflexão acerca do Business Ethics pudesse aportar valor à Academia, no dia a dia das empresas é fundamental voltar a fazer perguntas radicais. O que é uma sociedade? O que é uma empresa? O que é uma pessoa? Tenho experimentado em aulas e programas de gestão que descobrir a essência das coisas pode ser muito mais iluminador do que repetir uma série de princípios que as pessoas devem cumprir. Se entendemos o que as coisas são, percebemos o que as pode potenciar em tudo o que têm de benéfico – e o que é a Ética senão a procura da excelência Humana? Mas esta reflexão não pode ser apenas filosófica deve ser histórica, cultural, linguística. Deve ser sobretudo humanística. A nossa sociedade é cientifica e técnica, mas tem um default enorme no que diz respeito às humanidades. Sabemos como movimentar-nos mais rápido e com mais estilo, sabemos como prolongar a vida e sabemos como multiplicar o dinheiro. Mas não sabemos para onde queremos ir, por que coisas queremos viver e dar a vida nem sabemos descobri em que vale a pena aplicar os recursos valiosos da terra. A crise da ética é uma crise de humanidade por isso o fundamental é voltar a introduzir pegadas de humanidade na nossa vida, nas nossas instituições, no nosso dia a dia.

O outono é por definição o tempo da espera ativa. Depois da colheita, semeamos, na expectativa de que o inverno passará e iremos recolher os frutos da sementeira. A espera ativa é um exercício difícil: implica capacidade de espera, paciência, serenidade, persistência, resiliência e, ao mesmo tempo, requer atenção, visão, ação, otimismo, coragem.
Não poderia haver analogia mais apropriada à situação económica portuguesa. Ninguém duvida da iminente recessão. Não é por acaso que a palavra “recessão” teve em agosto, mundialmente, quase 16 milhões de acessos no Google. E Portugal não será exceção. Muitos serão porventura os setores afetados, começando pelos que estão intimamente ligados ao consumo não essencial, como sejam o turismo e certa distribuição. Mas nesta recessão, devido à crise energética que catapultou os custos da eletricidade e dos combustíveis, a indústria e muitas outras atividades serão também fortemente atingidas.
Ora qualquer cenário de recessão implica uma espera ativa. E, por isso, muitos dos líderes das nossas empresas estarão hoje a perguntar-se duas questões. Em primeiro lugar, decidir o que podem fazer para que a sua empresa sobreviva ou, melhor ainda, saia fortalecida da recessão, transformando o que podem ser ameaças em oportunidades. Simultaneamente, entender como liderar a organização sem entrar num quadro de ansiedade obsessiva que tolda o discernimento, mas, pelo contrário, sendo capaz de manter a serenidade que favorece o borbulhar das ideias, a inovação e o bom desempenho. Cada empresa é única assim como as respostas o terão de ser. Inspirada num artigo muito oportuno do IESE que li no AESE Insight, partilho algumas pistas que podem ajudar à reflexão pessoal sobre como preparar-se para a recessão iminente.

1. Poupar mais. Este é o tempo de aprender a viver com ainda menos recursos. A sobriedade e a eficiência são a chave que determina as mudanças críticas nos hábitos, nos processos e, em última análise, na cultura. Há que rejeitar a inércia do "sempre fizemos assim" e ter a coragem de planear e levar a cabo os ajustamentos necessários de forma ambiciosa.
2. Manter a calma, estando preparados para o pior … e para o melhor. A melhor maneira de manter a calma é antecipar o que é possível, ou seja, identificar e trabalhar diferentes cenários, com realismo e otimismo (se não acreditamos que venceremos, já perdemos à partida). Para além disso será igualmente crucial manter a flexibilidade para se adaptar a todas as circunstâncias inesperadas que surgirão. Por último, comunicar, de forma muito transparente, com todos os colaboradores, não esquecendo os que trabalham a partir de casa. Partilhar com eles a situação, os sacrifícios que sejam necessários e também os sucessos entretanto alcançados. Tudo e todos fazem parte da vida da empresa.
3. Identificar as despesas essenciais, aquelas que não se podem ou não se devem deixar de fazer, aquelas das quais não se pode prescindir. Não considerar apenas os custos operacionais, mas identificar também os investimentos que a não serem feitos podem prejudicar gravemente o crescimento, a vantagem competitiva ou o posicionamento da empresa. Há poupanças que matam os negócios e despesas que os salvam. Veja-se por exemplo a Formação que quando oportuna e adequada, pode ser uma excelente alavanca para potenciar um maior fortalecimento da empresa e a satisfação dos colaboradores.
4. Não perder de vista o longo prazo. O objetivo de todas estas medidas não é apenas a sobrevivência da empresa, mas mantê-la saudável e bem preparada para o pós-recessão. Assim sendo, há que continuar a dedicar atenção à inovação, à evolução tecnológica, à competitividade do negócio no futuro, à sustentabilidade financeira da empresa.
5. Cuidar das pessoas. Não pode acontecer que os temas financeiros façam esquecer tudo o resto que é importante e faz a empresa: a atração de talento necessário para acelerar a recuperação, a cumplicidade e motivação das equipas que potencia a criatividade, o contributo individual e a colaboração e a cumplicidade e compromisso com clientes, fornecedores e a comunidade que estarão sobre igual pressão.

“A crise brinda desafios, paixão de todo o líder” dizia o Prof. Raul Diniz que muitos conhecem da AESE Business School. E assim é: tempos difíceis sempre foram propensos à emergência da Liderança, pois requerem visão e estratégia. Este outono e o próximo inverno não serão diferentes. Os Líderes, nomeadamente os que dirigem empresas e outras instituições em geral, serão rapidamente chamados a tomar decisões estratégicas determinantes e muitas vezes difíceis, mas serão igualmente chamados a inspirar e contagiar todos à sua volta com a sua capacidade de visão, serenidade, confiança na equipa, resiliência e humildade. E no final, quando o Verão regressar, terão dado por bem empregue tudo o que semearam agora. Com diz o provérbio: “Quem planta no outono, leva um ano de abono”.

Mesmo que algo se tenha entendido disto, muito parece ter ficado de lado ou submetido a outras considerações de caráter político e/ou ideológico. Lembramo-nos, mesmo com os contornos mal definidos, como na Península Ibérica se expulsaram os judeus, alguns séculos atrás: consequência imediata foi que eles, sempre muito inventivos e criadores de riqueza foram dar grande impulso aos países que os receberam. E a Península Ibérica ficou despojada de iniciativa e de ciência, com reduzida capacidade de inovar.
Também por tensões religiosas um elevado número de “parsis”, do Irão, que professavam a religião Zoroastriana, viu-se obrigado a abandonar o seu país, indo buscar refúgio, no país que os quisesse acolher e deixar em liberdade. Dizem que os parsis saíram em busca da boa vontade dos monarcas, por onde iam passando, sempre com negativas, até chegar ao Monarca de Gujarat, onde após alguma relutância os deixou estabelecer. Impôs, contudo, algumas restrições e a necessidade de se identificarem com os costumes e festas locais. Mas após ver o seu comportamento exemplar, retirou as restrições, para que vivessem como lhes aprouvesse, também as suas festas e eventos religiosos.
Felizmente que foram bem recebidos, a ponto de vermos hoje na descendência parsi na Índia, figuras notáveis de Filantropos, Intelectuais, Médicos, Cientistas, Artistas, Filósofos, Financeiros, Empresários, etc., com grande sentido patriótico e de lealdade ao país.
É bom continuarmos atentos e com a necessária abertura mental, pois a diversidade de origens, de formação, de convicções religiosas, de proveniência, de experiências e, sobretudo, de ousadia de quererem arriscar, tem o efeito de criar uma cultura rica, fomentadora da criatividade e ideias originais, para avançar.
Após a independência da Índia, o modelo económico era do tipo soviético governados pelas Licenses Raj para levar à prática qualquer tipo de projeto de investimento. Com isso o Estado queria exercer controlo sobre os meios de produção e isso fez que muitas pessoas com grande iniciativa, desmotivadas, preferissem emigrar para países onde eram bem recebidos e apreciados, como era o caso dos EUA.
Eles podiam ter lançado uma enorme quantidade de empresas na sua terra, criando muita riqueza e trabalho, mas os dirigentes não o permitiram, preferindo um modelo económico estéril, mas controlado. Veja-se como o modelo de livre iniciativa, adotado a partir de 1991, tem vindo a dar resultados cada vez mais satisfatórios, ao ritmo da abertura da economia, isenta de controlos sem sentido.
Interessante é notar que em 2016 se criaram na Índia menos de 500 start-ups [1] . Mas no corrente ano elas são já 73.000. É um belíssimo número para um país que não tinha tradição de criar empresas. Melhor, sob o modelo de tipo soviético, até ao ano 1991, quem quisesse ter iniciativas empresarias teria de emigrar, porque não havia lugar para ele/a no país. Mesmo assim, ainda surgiram no marasmo da Licence Raj algumas empresas de pessoas indómitas e patriotas que não cederam à facilidade de criar empresas nos Estados Unidos ou no Reino Unido. Quiseram fazê-lo na sua terra, superando todas as dificuldades.
Entre as start-ups [2] de hoje identificam-se 56 setores, onde se contam mais de 4.500 start-ups da Internet das Coisas (IoT), Robótica, Inteligência Artificial e Analítica. Reconhecidas estão cerca de 12% no setor das TI, 9% no domínio dos cuidados da saúde e ciências da vida; 7% na educação; 5% no setor profissional e de negócios de serviço e 5% no setor agrícola.
Unicórnios
O conceito de unicorn [3], por si mesmo estimulante, pode estar a ser um fator desestabilizador, por todos quererem que a sua empresa atinja esse patamar. Para se provar que uma ideia é mesmo boa devem passar anos de prova, para se ter a funcionar em todos os pormenores e brilhar na sua plenitude.
Em 2021, com 90 unicórnios, a Índia era o terceiro maior hub de unicórnios, depois dos Estados Unidos (487) e da China (301), e à frente do Reino Unido (39). Note-se ainda que 55% dos unicórnios dos EUA são promovidos por emigrantes. E, desses, 66 por emigrantes da Índia e 54 por israelitas [4].
Nos últimos 20 meses, o ecossistema indiano produziu 60% dos unicórnios do país elevando o número a 105. De acordo com o Inc42’s ‘The State of Indian Startup Ecosystem Report 2022’, a Índia terá 250 unicórnios em 2025, ficando logo a seguir aos EUA. Os unicórnios da Índia estão avaliados coletivamente em $341 bn. Compare-se este valor com os $93 bn em fundos recebidos nas duas últimas décadas. É interessante constatar que cerca de 49% das nossas start-ups estão atualmente em cidades de nível II e III, o que é prova da juventude criativa bem distribuída pelo país.
Ambiente para as start-ups e para a inovação
Importante é tomar as medidas que criem um ambiente favorável à experimentação das ideias, ao encontro das pessoas com objetivos afins e uma infraestrutura que torne os primeiros passos mais fáceis, sem que os jovens se sintam esmagados pelas dificuldades dos começos e com vontade de desistir. É verdade que as dificuldades iniciais são um bom filtro para deixar passar as boas ideias e pôr à prova a paciência do seu autor em demonstrar a sua valia …
Houve reformas para criar mais facilidade de fazer negócios, para conseguir o capital e reduzir as complicações de conformidade com as exigências do ecossistema de start-ups. Com o 'Programa de Proteção à Propriedade Intelectual de Start-ups', simplificaram-se e aceleraram-se os processos relacionados com a concessão de patentes e marcas. "Como resultado, quase 6 mil patentes e mais de 20 mil marcas foram solicitadas neste exercício financeiro".
Quase todos os IIT-Indian Institute of Technology e os IIM-Indian Institute of Management, além de outras Instituições de Ensino Superior qualificadas e destacadas, têm as suas incubadoras de start-ups, onde disponibilizam espaço e serviços básicos, bem como newsletters sobre os avanços e realizações dos projetos que funcionam nessa instituição. Assim, os Business Angels ou outros potenciais investidores podem ir acompanhando a evolução. E os novos grupos de estudantes podem ver e contagiar-se pelo ambiente, para tentar realizar as suas próprias ideias.
As incubadoras são um ambiente propício para estímulo mútuo, com uma cultura empreendedora rica, resultante da troca de ideias entre pessoas com os mesmos objetivos.
Start-ups e unicórnios em números citados dão ideia do elevado ritmo para um país que nunca sobressaíra neste domínio, sempre enterrado na sua pobreza e miséria, infligida por longo tempo pelo colonialismo britânico.
Haverá que encontrar meios para manter o ritmo, sem se cair na obsessão de que só contam os unicórnios. É certo que o tempo médio de passar da ideia da start-up para ser unicórnio se reduziu-se para metade, como consequência da aprendizagem que sempre está presente nos afazeres humanos bem pensados.

Ao relê-lo, nada me pareceu mais atual do que aquilo que eu definiria pela “normalidade de viver em crise”. De facto, quase nem me lembro a que crise me referia porque nos últimos tempos, anos e até séculos temos vivido sempre em crise. Nos últimos anos foi a crise da Banca e dos bancos, a crise da dívida, a crise das várias guerras, a crise do terrorismo, a crise da pandemia, a crise do Brexit enfim só para citar apenas algumas e para não ser exaustivo. Como é que é possível “aguentar” tanta crise. Este fenómeno de viver em crise permanente levanta uma questão importante. O que fazem as empresas para conseguir sobreviver? Será que existe algum mecanismo criado que tenha ajudado a essa sobrevivência? O que fez que algumas conseguissem e outras não?
De volta ao meu artigo de então apercebi-me de que a chave sempre usada se resume a essas seis atitudes de gestão que se postas corretamente e consistentemente em prática conduzem inevitavelmente ao sucesso.
Passo a analisar cada um desses pontos:
Planear é talvez o mais desafiante de todos porque por definição é pensar, criar e implementar um conjunto de decisões presentes que conduzam a um futuro desejado. E para isso é preciso, como é obvio desejar algo para o futuro que seja alcançável. Neste ponto as empresas familiares ganham aos pontos porque não andam ao sabor de uma gestão do presente, mas procuram sempre a preservação do património para as gerações vindouras. Saber o que queremos para a empresa, conhecer aquilo que nos torna melhores que os outros é a base de qualquer planeamento. Por isso o futuro não é a mera continuação do presente, mas deve ser sempre a construção de algo que se pretende atingir.
Inovar é crucial. Fazer o que sempre se fez é o maior erro em que se pode cair. A mudança do mundo atual implica inovação nos processos, nas técnicas, e na gestão. Mas tem de ser uma inovação por antecipação e como tal atenta e interpretativa da realidade que cerca a empresa. Inovar ao sabor dos outros não é inovar é copiar. Mudar doi, mas não mudar mata.
Adaptar deriva da capacidade em perceber que a rapidez da mudança exige que se esteja permanentemente atento à nossa trajetória para que a possamos corrigir. Não se trata de estar constantemente a alterar onde queremos chegar, mas sim perceber os desvios e corrigir o caminho. Isto exige atenção e humildade, atenção para ver o desvio e humildade para corrigir o caminho.
Investir é ter a coragem de arriscar. É saber que para chegar ao destino importa colocar capital de forma ponderada, realista e certeira. Sem investimento não há caminho nem há futuro.
Decidir é preciso! Em todos os momentos. O ato de não decidir é em si mesmo uma decisão. Cada não decisão significa ficar mais distante do objetivo, mais longe do caminho e com menos meios de o alcançar. E decidir é um ato do hoje e do agora. Cada momento implica uma decisão e cada decisão cria o seu momento.
Comunicar, comunicar e comunicar. Para dentro e para fora, com colaboradores, parceiros, clientes e fornecedores. E comunicar com a família. A união faz a força e a mesma só se consegue se todos estiverem sintonizados com todos os pontos atrás referidos. Nunca é demais comunicar e quanto melhor se fizer mais resultados se vão obter. Mas convém não esquecer que comunicar não é um monólogo, é saber ouvir todos os outros especialmente aqueles que não dizem o mesmo que nós para que possamos entender e gerir a diferença.
Todos estes pontos são garantia de um melhor amanhã para as nossas empresas porque garantem uma atitude de força face às crises, mas para que o sucesso aconteça e para que a crise não nos leve o futuro é bem verdade que se “é para amanhã, bem podias fazer hoje”.
