I moderated about half of the webinars and was the Academic Director of the series.
This experience gave me access to a wide range of thought leaders, academics, and business people as they managed the global pandemic which would go on to infect more than 80 million cases and kill around 1.8 million people so far.
In addition to the toll on human health and life, the pandemic and the measures taken by governments all over the world created the worst economic crisis since the great depression which began in 1929
According to the U.S. Department of Labor, the pandemic caused about 22 million people to lose their jobs in March and April. The International Labor Organization estimated that the worldwide impact was on the order of 145 million jobs in the same period.
Although the situation is far from resolved, I do feel that we can begin to see some of the key aspects of what many call the new normal and there are some signs that better testing, the natural evolution of the virus and the development of a number of vaccines and treatment options are all pointing towards an end to the emergency situation.
One of the most pressing questions is if and when these jobs will come back. Part of the answer can be found in an analysis done by two world bank researchers Besart Avdiu and Gauruv Nayyar.
Adviu and Nayyar used U.S. data to look at the degree to which different jobs could be done at home or not and also how much of the job was normally done face-to-face. Their results are shown below.
What I found most compelling was the idea that face-to-face and working from home do not necessarily go hand in hand. It is, for example, difficult to work in manufacturing from home but there is little need for face to face interaction. Retail jobs, on the other hand, is both face-to-face and require being in the store.
In thinking about which jobs will come back and how soon, this framework can be helpful.
In the first place, those jobs that can be done from home will probably continue to be done online perhaps with people coming into an office once in a while. For those positions which have traditionally had a face-to-face component, such as teaching, my guess is that they will never go completely back to the way things were but will move in that direction as the virus is brought under full control and people become more certain of their personal safety.
Second, I would suspèct that the jobs which can not be done at home and do not require much face-to-face interaction will come back quickly although perhaps the protocols put in place during 2020 will remain for some time. In the third place, my guess is those jobs that do require our presence and are also face-to-face will survive only if they are in critically important sectors such as health care or very special cases such as the arts, entertainment, and sports. Others will be automated or transformed over time. A vacina contra o Covid-19 é uma luz ao fundo do túnel que nos pode guiar para um novo ano menos complexo e disruptivo do que o anterior. Porém, desengane-se quem pense que tudo voltará ser como antes. Uma crise sanitária, económica e social como a que, infelizmente, estamos a viver deixará cicatrizes profundas. Esta crise tem uma gravidade centenária. Basta observar os dados demográficos para verificarmos que a população em Portugal e na Europa registou em 2020 uma diminuição apenas comparável com o que aconteceu na gripe espanhola no século passado.
Podemos olhar para esta crise de várias maneiras mas a mais dolorosa passará sempre por lembrar os milhares de pessoas que faleceram. É precisamente por deferência à sua memória que devemos retirar o máximo de lições desta crise. Fingir que tudo ficará na mesma será desrespeitar a memória de quem morreu devido à pandemia e às suas consequências. Ninguém consegue hoje antecipar na totalidade como será o futuro “novo normal” mas há uma certeza que já podemos sublinhar – esta crise demonstrou a fragilidade dos sistemas de saúde, da economia e a incapacidade para gerir fenómenos extremos em todos os países do mundo, mesmo nos mais desenvolvidos.
Em resultado das alterações climáticas, têm aumentado os fenómenos climáticos extremos com elevados níveis de destruição sobre as economias, infraestruturas e serviços sociais de vários países e regiões. Como verificamos em 2020 em resultado da pandemia, o mundo não está preparado para resolver fenómenos disruptivos de gravidade elevada. Assim, a pandemia sublinhou igualmente a urgência de atuarmos perante as alterações climáticas – se é que alguém ainda tinha dúvidas ou hesitações – por forma a evitarmos crises e disrupções sucessivas que não conseguimos gerir.
Todos sabemos onde estamos
Apesar dos negacionistas, a ciência demonstrou à exaustão o ponto em que estamos e o que precisamos de fazer para escaparmos a uma catástrofe de dimensões bíblicas. Para evitarmos que as transformações no clima passem o ponto de não retorno, o que colocará em perigo as formas de vida no planeta tal como as conhecemos, temos que travar o aquecimento global. Tendo como ponto de partida o mundo pré-industrial, temos que conseguir travar o aquecimento global até ao limite de 1,5°C. Para isto, temos cerca de uma década para reduzirmos drasticamente as emissões para a atmosfera de gases com efeito de estufa, por forma a conseguirmos atingir a neutralidade de CO2 em 2050.
Se já todos sabemos onde estamos e os objetivos que temos de atingir, porque não chegamos lá? As razões são múltiplas. Por um lado, as mudanças exigidas obrigam a uma transformação profunda no nosso modelo de vida e nos alicerces da economia, que foi construída a partir de fontes energéticas ligadas aos combustíveis fósseis. Por outro lado, quando fixamos metas a médio e longo prazo, estamos a promover uma certa complacência e procrastinação – temos a falsa sensação de que temos tempo para lá chegar. Falta o sentido de urgência.
Pois a atual crise pandémica demonstrou a fragilidade dos nossos sistemas económicos e sociais. Não há mais tempo a perder. É tempo de atuar.
A recuperação da atual crise económica vai obrigar a medidas de curto prazo e a planos de investimento a médio e longo prazo. Para já, o importante é salvaguardar o emprego e a capacidade produtiva para garantirmos a resposta devida quando tivermos o desconfinamento resultante dos efeitos imunológicos da vacina. Porém, quando pensamos nos planos a médio prazo, e como tem defendido a União Europeia, a prioridade deverá recair sobre projetos que promovam a transição para uma economia com neutralidade carbónica e mais sustentável.
Como os últimos relatórios da Comissão Europeia e da OCDE sobre a economia europeia demonstram, o ponto de partida não é igual para todos os países. Os Estados do mediterrâneo, como Portugal, Itália, Espanha e Grécia, arrancam de uma situação mais desfavorável devido aos seus elevados níveis de endividamento, que os inibe de patamares de investimento público mais elevados.
Por isto, a qualidade das políticas públicas vai ser determinante nos próximos anos. O foco será obrigatoriamente alinhar a política fiscal e o investimento público com os objetivos climáticos. As políticas públicas são fundamentais para mudar o quadro de incentivos microeconómicos, provocando mudanças profundas nos comportamentos dos agentes económicos, penalizando quem sustenta a sua atividade nos combustíveis fósseis e beneficiando as atividades económicas que promovam a neutralidade carbónica.
É neste quadro que o Fundo Monetário Internacional (FMI) tem sublinhado a importância das “taxas sobre o carbono” e do mercado de transação de licenças de carbono enquanto instrumentos fundamentais para acelerar a transição para um modelo económico neutral em termos de CO2.
Numa recente conferência digital promovida pelo FMI, William Nordhaus, professor de Yale e Nobel da Economia em 2018, explicou a importância das taxas sobre o carbono. “O objetivo é criar penalizações para quem emite gases com efeitos de estufa. Criar um plano inclinado contra estas indústrias e agentes económicos. É mais eficiente do que os discursos dos líderes políticos, porque estamos a falar de mudar o comportamento de centenas de países e de milhares de empresas”.
Nordhaus não deixou de elevar a fasquia: “Uma política ambiental para ser eficiente tem que ser global. Isto não significa que seja igual em todos os pontos do globo mas deve ser implementada pelos maiores países”. E concretiza. “Tem que se mudar o ‘design’ dos tratados internacionais na área do ambiente. Os países devem ter obrigações e penalizações se não cumprirem. Os acordos voluntários têm muitas limitações”.
E, por fim, o Nobel da Economia colocou números no problema. “Em 2019, 80% das emissões de CO2 não estavam cobertas por licenças”. Ou seja, estavam fora do mercado de licenças de carbono. E as alterações que se exigem à economia são gigantescas. “Teremos que substituir 75% a 85% das infraestruturas de produção de energia, uma vez que essa energia resulta de fontes fósseis”.
As empresas são fundamentais
Como vimos antes, já temos muita reflexão sobre as políticas públicas (orçamental, fiscal, monetária e financeira) e a forma como podem promover a transição para um modelo económico mais sustentável. Mas, mais uma vez, não vale a pena enfiarmos a cabeça na areia. Estamos perante a exigência de uma mudança de tal forma radical que a atividade do Estado é necessária mas não suficiente. Recuperando Kennedy, é o momento de perguntarmos o que podemos fazer pelo nosso país. Todos nós seremos atores fundamentais desta transformação, bem como as empresas (privadas e públicas).
Tendo em consideração que as empresas privadas são a principal fonte de criação de riqueza e de emprego nas sociedades desenvolvidas, arrisco dizer que sem o seu alinhamento com os objetivos climáticos para o planeta seremos um caso perdido.
Obviamente que esta temática não é nova. Há décadas que se fala e escreve sobre empresas que mudaram os seus modelos de negócio, colocando a sustentabilidade (e não o simples lucro financeiro) como a principal prioridade. A Unilever é sempre um caso que vem à memória. Em 2009, em plena crise financeira global, o então novo CEO Paul Polman teve a coragem de definir e implementar uma nova estratégia global baseada numa plataforma para a sustentabilidade – Unilever Sustainable Living Plan (USLP), que fixou objetivos sociais e ambientais que a empresa deveria atingir. Como em todos os processos transformacionais, nem tudo foram rosas mas ficou o exemplo de como uma multinacional podia abraçar convictamente um novo modelo de negócios mais sustentável.
A Iberdrola, por sua vez, é um exemplo mais recente, num sector habitualmente olhado com desconfiança – o sector energético. Desde o início do século que a empresa espanhola tem vindo a encerrar as centrais de produção de energia baseadas em carvão e petróleo e apostou em transformar-se num dos maiores produtores mundiais de energia eólica. Isto ao mesmo tempo que expandiu a sua atividade para novos países em outros continentes. A visão é clara: uma estratégia de crescimento baseada em energia limpa e reduzir as emissões de CO2, derivadas da atividade operacional, em 50% até 2030.
No entanto, como os relatórios das Nações Unidas mostram, este movimento é insuficiente para atingirmos as metas contra as alterações climáticas. Acima de tudo, o tempo urge. Muito se tem escrito e debatido sobre políticas públicas. É altura de as empresas colocarem a mesma energia na transição para novos modelos de negócio.
As empresas têm o conhecimento, o engenho e os recursos necessários (humanos e financeiros) para concretizarem transformações com impacto material na sustentabilidade dos recursos do planeta. Mas por onde começar?
A primeira questão a resolver é sem dúvida de foco. Há quem defenda que existe um potencial conflito entre objetivos de curto-prazo e de longo-prazo. Ou seja, a nossa economia baseia-se numa lógica de rentabilidade e lucros financeiros obtidos no curto prazo. É isto que os investidores exigem às empresas privadas. Pois bem, é altura de complementar este foco com uma preocupação de longo-prazo, que vai para além do lucro financeiro e integra igualmente outros objetivos de sustentabilidade ao nível dos recursos ambientais e relação com os vários stakeholders (colaboradores, clientes, fornecedores).
Os mais cínicos vão dizer que se trata de uma perspetiva lírica. Não é. Os gestores e a alta direção das empresas não se devem esquecer que o objetivo último de qualquer organização é sobreviver. Por outras palavras, ser eterna. Este propósito só será conseguido com uma perspetiva de sustentabilidade a longo prazo. Ou seja, na verdade, o potencial conflito entre a economia de mercado e a sustentabilidade (ambiental e social) não existe. Basta que os gestores tenham o foco correto.
Resolvida esta questão, as empresas têm que repensar criticamente os seus modelos de negócio e portefólio de produtos e serviços por forma a verificarem como podem reduzir as emissões de carbono. Este movimento não tem de ser apenas negativo, destrutivo. Deve (e pode) igualmente ter uma faceta criativa – que novos serviços e produtos posso lançar no mercado por forma a contribuir para a neutralidade nas emissões de carbono.
Esta mudança não deve ser apenas interna. Pode ser completada por uma perspetiva externa. As empresas devem exigir que os seus stakeholders tenham comportamentos semelhantes, nomeadamente os seus fornecedores, e devem promover comportamentos sustentáveis nos seus clientes e colaboradores, criando um efeito de transformação em rede.
Os cinco anos do Tratado de Paris celebraram-se em Dezembro e o balanço está longe de ser positivo. A este ritmo, as metas fixadas não vão ser alcançadas. Todos temos que fazer mais. No seu último “World Economic Outlook”, o FMI demonstra que as mudanças radicais que as alterações climáticas exigem não têm que ser prejudiciais para o nosso nível de vida. Pelo contrário, podem mesmo promover o desenvolvimento económico e social. Portanto, não temos desculpas. Podemos todos fazer muito mais, sobretudo as empresas. Prevê-se que em 2020 o produto interno bruto recue em todas as economias (com exceção da China) entre 2% e 12% (1) como resultado das disrupções provocadas pela pandemia tanto do lado da oferta como do lado da procura. Qualquer previsão económica para 2021 que não seja suportada numa projeção epidemiológica será um exercício vazio e desprovido de sentido. Iniciaremos 2021 no pico da epidemia, o que aponta para um primeiro semestre com o PIB mundial ainda em recessão. Por muito expressivo que seja o crescimento no segundo semestre de 2021, pesará o efeito do primeiro semestre. Assim, prevemos um ano de 2021 de estabilização da economia e recuperação mais enfática apenas em 2022.
Enquanto a crise sanitária não estiver superada, quaisquer apoios que possam ser dados à economia apenas compram tempo. O enfoque tem de estar na raiz do problema - o controlo da pandemia. A prioridade em 2021 passa por identificar e eliminar as linhas de transmissão do vírus e vacinar a população.
Qual o caminho de saída para a economia? Com o nível de endividamento global a atingir o patamar mais elevado de sempre (331% do PIB global) (2) a palavra de ordem terá de ser a sustentabilidade das finanças públicas. Em 2021 e 2022 será necessário reduzir o défice público para alcançar maior sustentabilidade orçamental - e evitar a recaída que sofremos na crise das dívidas soberanas de 2011.
Se não existe espaço orçamental para apoiar as economias com mais despesa pública, há contudo espaço de atuação ao nível da política monetária para combater os efeitos da recessão. A ação coordenada de todos os bancos centrais tem conferido resiliência e estabilidade ao financiamento da economia global. A ação mais enfática do BCE e a resposta coordenada da União Europeia mostram um progresso face à crise de 2008-2013. Os avanços na política monetária têm mantido as yields da dívida soberana na zona euro próximas de zero (ou mesmo negativas) e têm limitado o risco de se enfrentar uma nova crise de confiança na zona euro. Ao mesmo tempo o custo médio de financiamento na área euro para as empresas e para as famílias (no crédito à habitação) está em mínimos históricos de 1,5% e 1,4%, respetivamente (3). Ainda assim, o volume de ativos adquirido pelo BCE é um terço do volume de ativos adquirido pela Reserva Federal e é inferior ao volume de ativos adquirido pelo Banco de Inglaterra, pelo Banco Central do Japão ou da China (se medido em percentagem do PIB).
Finalmente, 2021 abre a porta a várias oportunidades. A conclusão do acordo do Brexit nos últimos dias dá previsibilidade e impulsiona as relações comerciais e de investimento com o Reino Unido. O acordo de investimento anunciado entre a UE e a China alarga horizontes às empresas europeias e chinesas.
A Parceria Económica Abrangente celebrada entre 15 nações da Ásia e do Pacífico, de onde se destacam China, Japão, Austrália e Nova Zelândia, representa o maior acordo comercial do mundo e dará um novo ímpeto ao comércio global. A expectável normalização das relações comerciais com os EUA, após a tomada de posse da nova administração, abrirá novas perspetivas à relação transatlântica com a UE.
Desafios globais precisam de soluções globais. 2021 apresenta desafios, mas uma nova vaga de multilateralismo e aposta no comércio externo abre caminho para que a procura externa possa ser o motor da recuperação económica global. O ciclo de recuperação terá, contudo, de continuar a depender de uma política monetária fortemente acomodatícia durante um período prolongado.
