Chavões como “alterações climáticas”, “transição energética” ou “preços da eletricidade” rivalizam com os títulos noticiosos da pandemia e, agora, da guerra na Ucrânia. É raro o dia sem a proposta de múltiplos webinars e anúncios de investimentos vultuosos em projetos e tecnologias que vão mudar o planeta, ou a notícia de eventos climáticos extremos a deixar regiões e populações inteiras à mercê de catástrofes devastadoras. O setor da energia tem feito títulos e não pelos melhores motivos, graças à escalada de preços de algumas das principais commodities, muito em especial o gás natural e a eletricidade nos mercados grossistas europeus.
Se é certo que os analistas coincidiam no caráter conjuntural das razões subjacentes ao atual fenómeno inflacionista dos preços, o eclodir da intervenção armada na Ucrânia deita por terra todas as expetativas de uma gradual normalização dos preços da energia na Europa a curto prazo. A extrema vulnerabilidade do velho continente, quase totalmente dependente do gás alheio para a sua sobrevivência, só pode agravar-se com a perspectiva do corte de fornecimento do gás russo e da “paragem” do licenciamento do gasoduto Nord Stream 2, já tecnicamente pronto, mas agora com um desfecho incerto quanto à possibilidade da sua utilização futura.
As consequências nos preços da eletricidade na Europa preveem-se devastadoras para as indústrias e os consumidores domésticos. São cada vez mais numerosas as vozes na Alemanha a favor da reversão do abandono do nuclear, numa tentativa de evitar um forçoso regresso ao carvão.
É interessante acompanhar eventos como a COP26, em Glasgow, no passado mês de novembro, e o World Petroleum Congress, em Houston, umas semanas depois. Se, no primeiro, foi finalmente quebrado o verniz e explicitamente referida a necessidade de caminhar para a redução do uso dos combustíveis fósseis, no segundo invoca-se a “autoridade” de um setor (o do petróleo) que proporcionou um enorme progresso económico e civilizacional no último século, para liderar agora esta transição energética. Vamos continuar a assistir a este confronto durante mais algumas décadas, até que o petróleo tenha substitutos adequados, nomeadamente no vasto domínio dos transportes.
Igualmente curioso é assistir à forma como as maiores multinacionais de petróleo e gás se posicionam frente a toda este escrutínio social. Expressões como “energia verde” e “neutralidade carbónica” passaram a integrar o léxico e a comunicação destas organizações. Todos olham e invocam o caso da Orsted, originariamente a companhia petrolífera dinamarquesa que há 14 anos gerava ainda a maioria das suas receitas nos hidrocarbonetos, e se converteu no líder mundial do Eólico Off Shore, abandonando totalmente as energias fósseis. A propósito, é de registar a presença de uma empresa portuguesa, EDP Renováveis, num dos consórcios ganhadores no recente leilão de licenças para a produção deste tipo de energia nas costas do Estado de Nova Iorque (EUA) com um encaixe recorde para o erário público (4.3 mil milhões de dólares), superior à de qualquer bloco de Petróleo e Gás na história dos EUA.
O mundo não pode prescindir subitamente do produto e da energia das empresas de Oil & Gas, e o mote a que nos vão habituando as Majors para reter clientela, pacificar mercados e conquistar investidores é:  Performing while Transforming. Aliás, 2021 brindou-nos com o caso do Engine No 1, um pequeno Hedge Fund com apenas 0,02 por cento do capital da toda poderosa ExxonMobil que conseguiu três lugares no Board da companhia e forçou uma inflexão na linha estratégica, bem como compromissos ambientais nada previsiveis.
Mas a crise da Ucrânia já catapultou em menos de uma semana o preço do barril de Crude bem para lá dos 115 dólares. Os pequenos produtores de Shale Oil nos EUA e Canadá estão de volta em força, tudo menos o que a Administração Biden desejaria com o seu plano de transição limpa.
Em Portugal, estamos prestes a iniciar um novo ciclo governativo. A continuidade da escolha popular não faz prever reviravoltas nem reversões na política energética. Apenas se espera do novo executivo que continue a trilhar o rumo da neutralidade carbónica com sentido de oportunidade e sustentabilidade social. E, sim, é expectável que continuemos a assistir a desenvolvimentos nos filões do hidrogénio, do lítio, do solar, do eólico off shore, desejavelmente com concretizações que credibilizem o enorme esforço de comunicação de que têm sido objeto.
Atrevo-me a suspeitar que o maior desafio que o novo governo vai enfrentar no setor energético ao longo dos próximos 12 meses, a par da maioria dos restantes governos europeus, é a escalada de preços agravada pela situação que decorre da invasão da Ucrânia. O foco por isso pode bem desviar-se, por uns tempos, da agenda verde para o setor.
Sabemos que a transição tecnológica na energia envolve sempre disrupção e transformação da sociedade. Não creio que seja em 2022 que assistiremos a nenhum grande acontecimento ou evolução que resolva os desafios que nos estão colocados. E também não será em 2023 ou 2024. Já se percebeu que esta viagem de décadas implicará milhões de pequenos passos, períodos de consolidação longos e alterações de comportamento do lado do consumo.

Em vez disso, pendurem as fotografias dos vossos filhos e olhem para elas cada vez que tenham de tomar uma decisão”.
Isto é uma lufada de ar fresco, um verdadeiro pontapé no culto de personalidade, como vem sendo hábito em todos os sítios e, nalguns, caindo no ridículo. A pessoa eleita parece querer elevar-se à posição de um semi-Deus. Mas cada fotografia em excesso tem um efeito negativo, é motivo de desprezo.
A sua atuação nesta crise com a Rússia e o seu exemplo de pessoa que “dá a cara” e não foge foram exemplo para o povo mártir da Ucrânia, a quem Stalin, por receio de que se quisesse separar da União Soviética, quis quebrar a sua coluna vertebral, confiscando todos os víveres, pondo a soldadesca russa a controlar e vigiar. Isso levou à fome e à morte de mais de 7 milhões de ucranianos, em 1932/33. Muitas mais pessoas terão sofrido pela vida fora os efeitos da subnutrição, com limitações físicas e intelectuais.
Alguma notícia referia que o Presidente Ucraniano teria dito a um Governante do Ocidente que não pedia boleia, mas armamentos! É de grande Chefe proceder assim e aparecer com frequência na televisão e por vídeo com uma palavra de ânimo, para deixar claro que ele está aí, não foge e está com toda a sua Família.
Isso terá desnorteado Putin, que provavelmente pensaria que a tomada da Ucrânia seria um passeio para as tropas da Rússia, com a fuga apressada de todos os cidadãos, a começar pelo seu Presidente. E para uma evolução rápida, colunas de carros de combate de mais de 65 kms...como mostra da sua capacidade de fogo, contra a qual nada havia que fazer. Muitos carros de combate estão hoje reduzidos a um montão de cinzas e os edificios das principais cidades bombardeadas por mais de 18 dias, pela aviação russa, reduzidos a escombros... Apesar disso, os Ucranianos não cedem. A sua terra, a sua identidade, o respeito por si próprios e pela sua liberdade são valores de que não abdicam!
Fiquei muito bem impressionado com o fato de que na Ucrânia estavam 18.000 estudantes indianos a fazerem o curso de Medicina. Pergunto-me como é que a Ucrânia tinha tantos lugares disponíveis? Em todos os Colleges da India ou de outros países, ao concorrerem jovens locais muito bem preparados, apenas uma fração bem pequena consegue ser admitida, até se completarem as vagas disponíveis.
Poderia ser, da parte da Ucrânia, uma forma de conseguir receitas. Mas isso significa disponibilidade de Professores e Clínicos preparados e hospitais para as práticas. Tudo isso implica investimentos muito elevados.
Pelo que li, tirando as Instituições Públicas de ensino de Medicina na India, com custos relativamente acessíveis - naturalmente porque o erário público subsidia os cursos mais dispendiosos- quem não pode entrar nelas e segue uma via do Ensino Médico privado, tem custos muito elevados. Isso faz com que quantidades elevadas de estudantes escolham sair para outros países onde possam encontrar melhores condições de custos.
De facto, a India que precisa muito médicos deveria estudar uma forma justa de subsidiar as Instituições privadas de Ensino Médico, para que, satisfazendo todas as condições, pudessem ter custos acessíveis, de modo a evitar que os Estudantes tenham de ir para o Estrangeiro, despendendo muito mais do que se tivessem possibilidade de estudar no seu país. Se há necessidade de mais médicos, urgente é estudar modos de incentivar a iniciativa privada, subsidiando uma parte dos custos. O beneficio é para o país que necessita de mais médicos...
Qualquer que seja a razão para ter tantas vagas na Ucrânia e desde que os estudos e exigências sejam de molde a garantir qualidade, seria um motivo de grande agradecimento para com a Ucrânia o favor de receber o elevado grupo de estudantes da India. Isto é uma manifestação de grande abertura, de possibilitar que outros países amigos aproveitem da infraestrutura Escolar instalada!
E pensava que seria um gesto de grande nobreza e agradecimento que as grandes empresas Indianas de TI-Tecnologias de Informação, que estão à procura de talento, tentassem criar Centros de Desenvolvimento nas cidades da Ucrânia, logo que possível. Isso seria uma prova de simpatia para com o povo mártir da Ucrânia; acelerava a reconstrução da Ucrânia e dava para criar postos de trabalho, havidos todos os cuidados de seleção. Seria um jogo win-win: as empresas indianas criavam empregos e formavam especialistas e muitos deles seriam os talentos que as empresas indianas procuram.
Há pouco um Relatório da NASSCOM-National Association of Software and Service Companies, da India,dizia que com 608.000 “Cloud talent”, em 2021, o número de vagas não preenchidas para “cloud computing” estaria em 265.000, representando uma procura sem resposta de 30 %.
Veja-se que nomes famosos nas iniciativas de TI que prosperaram são da Europa do Leste.
A Ucrânia inspira o maior respeito e simpatia. Da mesma forma como acontece com todos os países acorrentados pelo regime soviético, que ficaram à merce dos ditadores, sem se poderem libertar, depauperados e desesperados, até á chegada do grande “libertador” que foi Gorbachev. Não só na União Soviética. No Ocidente, com ou sem ditadores, também houve acorrentamentos das colónias, para impedir que elas se quisessem libertar do jugo colonial.
Nas negociações entre os dois Presidentes da Rússia e da Ucrânia, que virão a seguir, estou certo, o respeito pela liberdade dos países saídos da União Soviética e a manutenção da identidade de cada um deles deveriam ser um ponto central. O contraste desse resultado com a evidência das dificuldades experimentadas pela sociedade como um todo, suscitou entre diferentes dirigentes com quem troquei impressões, dois tipos de comentários: em primeiro lugar, o seu carácter assimétrico muito marcado que sugere solidariedade, que orienta dois tipos de tomadas de decisões por parte dos dirigentes dessas realidades económicas: de exploração de situações favoráveis em ordem à sua multiplicação e ampliação, por um lado, e de iniciativas mitigadoras dos prejuízos ou corretoras das causas dos problemas, por outro.
Numa segunda perspetiva, essas conversas referiram que os exemplos apresentados traduziam resultados setoriais e não de empresas concretas, apontando para um outro tipo de assimetria entre as empresas desses ecossistemas, como referi, sublinhando a importância desse conceito. Na verdade, o ecossistema amplia o conceito de cluster e proporciona uma visão mais atual da economia identificando redes mais ou menos estruturadas de empresas e organizações que interagem entre si criando ou consumindo produtos, informações de todo o género e recursos económicos, por um lado; mas por outro, identificando novos atores relevantes no mesmo contexto alargando ou redefinindo a relação linear da cadeia tradicional.
Ao nível das empresas que integram os ecossistemas, as assimetrias também são evidentes e é mais simples identificar e explicar as razões dos diferentes resultados. Numa perspetiva sistémica há uma razão muito clara para explicar esses sucessos e compreender, por exemplo, as diferentes dificuldades das empresas que tiveram prejuízos, que se encontram com grandes problemas ou, mesmo, cessaram a atividade: as diferenças na dimensão tanto no volume de negócios como nas equipas de gestão executivas ou de staff. As maiores defenderam-se melhor ou tiveram resultados extraordinários, enquanto as mais pequenas sentiram os problemas de forma mais profunda e radical, em geral, e ainda não estão a operar aos níveis de 2019 ou, mesmo, ativas.
Num interessante editorial da publicação IM2/21, do BPI Research, o tema estava bem esquematizado: há uma relação direta e documentada entre dimensão empresarial e produtividade. As empresas grandes costumam ser muito mais produtivas. Por exemplo, as vendas por empregado nas empresas com mais de 250 trabalhadores são mais do dobro do que nas de menor dimensão, um padrão que se observa de forma generalizada em todos os países desenvolvidos, em que se verifica que o nível de produtividade é semelhante em empresas de igual dimensão.
Em Portugal, por exemplo, apenas 0,1% das empresas têm mais de 250 trabalhadores, enquanto na Alemanha este número é 0,3 p.p. superior, mas o impacto que isso tem na distribuição do emprego e na produção é de outra ordem: na Alemanha, a proporção de pessoas que trabalha em empresas com mais de 50 trabalhadores é 18 p.p. superior, com tudo o que isso acarreta em termos de produtividade a nível agregado.
Quais são as razões dessa diferença? As empresas de maior dimensão são mais produtivas, em parte, porque são as que melhor souberam adaptar a sua gestão e estrutura às necessidades dos seus clientes. Já eram mais produtivas quando eram pequenas e, graças a isso, cresceram. Além disso, a dimensão maior permitiu-lhes explorar as economias de escala e, portanto, melhorar ainda mais a sua produtividade. Graças à dimensão maior, também puderam investir mais em inovação, tanto tecnológica como em ativos intangíveis, e puderam formar os seus trabalhadores e oferecer-lhes melhores condições de trabalho. O emprego costuma ser de maior qualidade (por exemplo, a proporção de contratos sem termo é claramente superior) e a remuneração é substancialmente mais elevada (50% superior em relação às empresas mais pequenas).
Se cruzarmos a dimensão com a referência feita, nesse artigo do AESE insight, sobre a alterações que introduz no tipo de gestão dos seus dirigentes e empresários, podemos compreender melhor o crescimento saudável de umas ou as dores e sofrimento nas que não conseguem traduzir as maiores vendas em desenvolvimento. Nas primeiras, os responsáveis de topo, com equipas de gestão mais equilibradas, podem dedicar-se, adicionalmente, a pensar no futuro, a ponderar alternativas, a trocar impressões com concorrentes e com outras entidades públicas ou privadas, associativas ou cívicas. Com esta liberdade adicional puderam investir em formação executiva, atualizando os seus conhecimentos, sistematizando a sua experiência, entrando em contacto com outras áreas e negócios que ampliam horizontes ou abrem novas e promissoras oportunidades.
Por contraste, nas mais pequenas, os empresários e dirigentes, sem prejuízo do seu grande talento e dinamismo, ficam reféns do quotidiano e não conseguem nem delegar nem parar para retificar o que deve ser modificado ou potenciar o essencial, abandonando o acessório.
Neste contexto de assimetrias, parece-me relevante introduzir uma chamada de atenção do Prof. Luís Cabral, da AESE e NYU, em entrevista recente ao Dinheiro Vivo: “A revolução digital é um fenómeno dos últimos 30 ou 40 anos que cria estruturas de desigualdade. Não é resultado de esquerda ou direita, país A ou B, mas tem muito que ver a geração das chamadas superestrelas. As empresas superestrelas, os setores, os artistas, os gestores superestrelas. Verifica-se uma forte tendência de concentração de ganhos num número muito restrito de empresas, atores, etc. Não o podemos evitar, mas temos de considerar os seus efeitos sociais e de poder de mercado”.
Esta referência de fecho do artigo, impôs-se-me como reforço extremo da importância do crescimento porque essas superestrelas não são entes longínquos, mas realidades que impactam no quotidiano das empresas e exigem ações bem ponderadas de equipas executivas que não estão afogadas no dia-a-dia, mas têm ocasião de parar para pensar para enfrentarem estas novas realidades e para explorarem todas as múltiplas oportunidades que se abrem para quem está melhor preparado.

Paramos pouco para pensar nas nossas frutas, legumes, plantas ornamentais e flores, como são produzidos e por quem e até que ponto contribuem para a economia nacional e para a projeção internacional do país. Por isso, hoje peço-lhe uns minutos de atenção para este setor, que faz parte da sua vida e é vital para uma vida e alimentação saudáveis.
Portugal tem condições únicas para a produção de frutas, legumes, plantas ornamentais e flores e a qualidade da produção tem sido promovida no palco internacional pela Portugal Fresh nos últimos dez anos. Se em 2010 os consumidores estrangeiros pouco conheciam o sabor e diversidade dos nossos produtos, em 2021 não só conhecem como os distinguem pela qualidade. A pera rocha e a maçã foram os primeiros frutos a ganhar expressão fora das nossas fronteiras, mas hoje oferecemos uma prateleira cheia de cor, com frutos vermelhos, tomate, laranja, kiwi e tantos outros.
Não foi por acaso que, em 2021, atingimos o valor mais alto de sempre nas exportações: 1 731 milhões de euros. Isto significa um aumento de mais de 2% nas vendas internacionais que, nos últimos dez anos, não pararam de crescer. O setor tem, de forma consecutiva, batido recordes ano após ano e, no ano passado, ultrapassou pela primeira vez a barreira dos 1700 milhões de euros. Verificamos um ligeiro decréscimo no volume de exportações na ordem dos 1,5%, para um total de 1 565 720 toneladas. E, ainda mais significativo, é o valor da produção: 3.841 milhões de euros, mais 17% face a 2020.
Estes indicadores são um expressivo sinal da resiliência das empresas, da sua capacidade de inovação e de competitividade. E demonstram que esta é uma atividade económica estratégica para o país, baseada essencialmente no conhecimento cientifico e na inovação.
A tendência de crescimento também é fruto de uma estratégia bem definida de promoção internacional. Um dos fatores de sucesso da Portugal Fresh e dos seus 86 sócios empresarias e 16 sócios de especialidade (associações sub sectoriais) é a participação conjunta nos eventos internacionais, debaixo do chapéu “Portugal Fresh”.
A união desses esforços e sinergias permite-nos projetar o país enquanto produtor de referência e chegar a parcerias de exportação, como a que temos com o Lidl que permitiu exportar 18,2 mil toneladas em 2020 só para as lojas desta cadeia de distribuição principalmente localizadas na Alemanha.
Mas para crescermos será necessário mais do que investimento por parte das empresas. Com o território nacional com seca extrema, e uma tendência de agravamento no futuro, é essencial uma estratégia nacional para o regadio, pois só podemos ser competitivos se tivermos acesso a água. Se não renovarmos e modernizarmos os perímetros de rega existentes e criarmos novos, os países na latitude sul da Europa irão aproveitar a nossa falta de estratégia para o regadio.
O esforço das empresas no uso eficiente dos recursos ambientais e o investimento em tecnologia de ponta deverá ser acompanhado por uma visão política que coloque o setor agroalimentar no lugar que merece.
Até lá, é certo que a aposta em novos mercados e numa presença cada vez mais forte junto dos consumidores europeus e mundiais é uma prioridade do setor. A preparação e a formação dos nossos gestores é um investimento necessário e, por isso, termino com um convite para que conheça o programa GAIN da AESE, de Direção de Empresas Agrícolas e Agroindustriais.
